- The U.S. Fish and Wildlife Service (USFWS) requires an experienced Contractor to provide Federal retirement & benefits counseling in both seminar & individual sessions at various locations within the geographic limitations of the USFWS Southeastern Region area of responsibility. This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an Blanket Purchase Agreement (BPA) will be made in accordance with FAR Part 13, Simplified Acquisition Procedures and FAR Part15, Contracting by Negotiation. The associated North American Industrial Classification System (NAICS) code for this procurement is 541612 with a small business size standard of $7.0 Million. Any quotations received from concerns other than small businesses will not be considered for award. The solicitation number for this requirement is F12PS00065 and it is being issued as a Request for Quote (RFQ). The solicitation documents and incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-55. Solicitation will be available electronically on or about 02/01/2012 at www.fbo.gov and www.fedconnect.net. To be eligible for award of BPA, Offerors must be registered in the Central Contractor Registration (CCR) database via website: http://www.ccr.gov, and have completed the Online Representations and Certification (ORCA) at website: https://orca.bpn.gov. Potential Offerors are responsible for monitoring www.fbo.gov and www.fedconnect.net for the release of the solicitation or any other pertinent information. USFWS will not provide paper copies of the solicitation. Responses to RFQ will be due on 02/17/2012 and the anticipated award date of the contract is 02/29/2012. Payment requests must be submitted electronically through the U. S. Department of the Treasury's Internet Payment Platform System (IPP). The IPP website address is: https://www.ipp.gov. The Contractor must use the IPP website to enroll, access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the contracting officer. Any questions regarding this solicitation must be submitted by email to the point of contact below. The final date to submit questions is five (5) days prior to the due\closing date of the solicitation. Please note that no electronically submitted or faxed quotes will be accepted.
