1200 New Jersey Ave., S.E Washington, D.C. 20590 U.S. Department of Transportation National Highway Traffic Safety Administration Solicitation Number DTNH22-12-R-00531 Presolicitation: Synopsis The National Highway Traffic Safety Administration (NHTSA) is an agency within the U.S. Department of Transportation whose primary mission is to reduce deaths, injuries and economic losses resulting from motor vehicle crashes. This is accomplished by: a) setting and enforcing national safety performance standards for motor vehicles and equipment; b) researching and demonstrating promising strategies to influence positive traffic safety behaviors; c) Provide grants to state and local governments to enable them to conduct effective local highway safety programs; and c) planning and executing strategic communication campaigns to support program activity. This solicitation seeks to acquire integrated media, marketing, public relations, and advertising services to enhance the National Highway Traffic Safety Administration's (NHTSA) behavioral safety programs. The primary purpose is to develop communications strategies, tactics, and related collateral to support national high visibility enforcement campaigns. NHTSA, state partners, and highway safety and public health advocates throughout the United States will use this support to promote traffic safety messages; raise traffic safety awareness; and increase positive traffic safety behaviors among segmented, targeted populations through the combination of enforcement and related media support for the national seat belt and impaired driving campaigns. In addition, support is needed for strategically-designed communication initiatives that have a national focus and may include child passenger safety, motorcycles, pedestrians, bicycles, school buses, distracted driving, older drivers, and other NHTSA-based communication initiatives as identified in both English and Spanish. The resultant contract will facilitate the ability to award task orders that require a range of communication services including media, marketing, public relations, and advertising expertise that could be called into use to quickly plan, conduct, evaluate, and document communication results for NHTSA campaigns and programs. The determination of acquisition strategy lies solely with the Government. In accordance with FAR Subpart 19 and The Small Business Act, Public Law 85-536, as amended, an award under this solicitation will be made on a competitive basis, from a cascading method as defined below, to a firm that submits a responsive offer, provided that there is adequate competition among such offerors. If there exist inadequate competition and/or if the offeror(s) does not meet NHTSA's requirements based on the solicitation's evaluation criteria for award to a Small Business Entity, then consideration will be given to Business Offeror(s) meeting the solicitation's evaluation criteria for an award. The awarded contract will include a 12-month base period plus four (4) 12-month option periods resulting in a total 5-year potential period of performance. NHTSA anticipates a contract award on or before December 31, 2012.
