- This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. The responses to this synopsis will be used as Market Research to determine the Bureau of Reclamation's overall procurement strategy. All eligible and qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the quantity and availability of contractors who have the technical level of expertise, administrative and management capability to perform the effort described below. Based upon the response to this announcement and capability statement, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on alternative procurement strategy. The Bureau of Reclamation, Lower Colorado Region is contemplating a project where the Contractor will design; manufacture and deliver four horizontal-shaft, impulse, Pelton-turbine runners for Hoover Dam and Power Plant. Hoover Dam and Power Plant, is located approximately 8 miles northeast of Boulder City, Nevada and 32 miles from Las Vegas, Nevada in Clark County, Nevada and Mohave County, Arizona. The principal features of the work include computational fluid dynamics (CFD), manufacture, and delivery of two turbine runners with associated parts for the Hoover Arizona Unit A0 and two turbine runners with associated parts for Hoover Nevada Unit N0. The Pelton-turbine runners will be 63" pitch diameter, include 16 buckets, single-piece, centrifugally cast and machined by an numerically-controlled 5-axis or more mill. Capability statements are to be submitted not later than February 15, 2012. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name, address, business size and type (8)(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc., and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of five or more actual Pelton Turbine jobs of equal size or larger for five different customers completed within the past ten years in which your firm completed similar work. Additionally, for each job listed provide the following: a brief description of the work performed, project title, dollar value of the job, the company name and location. Capability statements shall not exceed five pages in length. When it is determined that a formal solicitation will be issued, a notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/. The applicable North American Industry Classification System (NAICS) code is 333611, "Engine, Turbine, and Power Transmission Equipment Manufacturing", and the related small business size standard is 1,000 employees. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
