Description

THIS IS A PRESOLICITATION NOTICE VA258-12-R-0142. The solicitation is intended to be issued on or about March 5th, 2012 and shall remain open for approximately 45 days. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6th Avenue, Tucson, AZ 85723, and West Texas VA Health Care System (WTVAHCS), 300 Veterans Blvd, Big Spring, Texas 79720, has a requirement for on-going facilities construction, alterations, and repair of buildings, structures and other real property at the SAVAHCS and WTVAHCS. The intent of the project is to award Multiple Award Task Order Contracts (MATOC) via multiple award Indefinite-Delivery Indefinite-Quantity multi-trade construction contracts to include the following locations: The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 18 - Southern Arizona VA Health Care System (SAVAHCS), 3601 S. 6th Avenue, Tucson, AZ 85723, and West Texas VA Health Care System (WTVAHCS), 300 Veterans Blvd, Big Spring, Texas 79720. The type of work to be performed will be typically of General Construction, but may also include specialty trades. The applicable NAICS codes are: 236220 - Commercial and Institutional Building Construction 238210 - Construction, repairs and alteration of Electrical Systems (ES) Construction, repair and alteration of Mechanical Systems (e.g. HVAC systems, and controls.) 238220 - Construction, repair and alteration of Plumbing Systems 237110 - Construction, repair and alteration of Water & Sewer Lines 237310 - Construction, repair and alteration of Highway & Street 238910 - Construction, repair and alteration of Site Preparation For NAICS 236220, 237110 & 237310, $33.5M is the small business size standard and for NAICS Codes 238210, 238220 & 238910, $14M is the small business size standard. The resulting contracts will not have fixed unit costs. All contract work will be completed through individual task orders awarded for individual projects between the two locations. Each task order will be priced individually and will include its own wage determination(s). These task orders will be competed amongst the IDIQ awardees. The term of the IDIQ Multi-Award Task Order Contract (MATOC) is intended to be a two (2) year Base Period from date of award, with three (3) one (1) year options to extend. Each task order will have its own completion date established. The solicitation is 100% Set-Aside for certified Service Disabled Veteran Owned Small Businesses (SDVOSB) under Public Law 109-461, 38 U.S.C. 8127 and 8128 that are capable of performing the requirements under the categories described in the solicitation when posted. Interested parties shall be required to be registered and certified in the US Department of Veterans Affairs Vet Biz database. Registration may be accomplished at http://www.vip.vetbiz.gov/. It is anticipated that the MATOC will be divided by two (2) locations and further broken down by three (3) Dollar Value Categories. The intent is to allow SDVOSB contractors the ability to select the Region (Tucson, AZ and or Big Spring, TX) as well as the Category of interest in which the firm has the ability to perform. The Regions and Categories may reflect as follows: LOCATION: TUCSON, AZ LOCATION: BIG SPRING, TX Category (CAT) I - $2K-$2M Category (CAT) II - $2M -$5M Category (CAT) III - $5M - $10M It is anticipated that there will be a one (1) Prototypical Seed Project issued with the solicitation. The solicitation documents including all specifications and drawings will be issued on or about March 5th, 2012 and will be posted on the Federal Business Opportunities website. This date is subject to change. Hard copy documents including drawing will NOT be available - all documents for proposal purposes will be posted at the website for download. Proposals will be due approximately 45 days after issuance of solicitation. A pre-proposal conference/site visit will be scheduled and identified in the issued solicitation. The site visit will cover the MATOC award process and a site visit for the seed project will follow consecutively. The site visit will be held at the Tucson, AZ campus. ***Note: This date/time/location is subject to change and will be confirmed upon the issuance of the solicitation and any resultant amendments. *** Interested Contractors are HIGHLY ENCOURAGED to attend the pre-proposal conference (site visit). This notice is for informational purposes only and is not a request for submission of offers. No other information is available until issuance of the solicitation. No bidder list is maintained. All potential bidders should register with Federal Business Opportunities as well as the VA Vendor Portal https://www.vendorportal.ecms.va.gov/eVP if interested in this acquisition. All bidders shall be registered and verified in the www.ccr.gov, www.vetbiz.gov, and https://orca.bpn.gov/ websites. This procurement is 100% set aside for Service-Disabled, Veteran-Owned, Small Business (SDVOSB). The NAICS Codes are identified above with the size standards.
