- Draft RFP HTC711-12-R-R003 - Attachment 5 Draft RFP HTC711-12-R-R003 - Attachment 4 Draft RFP HTC711-12-R-R003 The purpose of this synopsis is to notify interested parties the USTRANSCOM Acquisition Directorate anticipates issuance of a solicitation to provide multimodal transportation services. USTRANSCOM is pursuing the acquisition of international transportation services to move cargo via multiple modes to include airlift, sealift, and line haul to/from multiple locations globally. The contractor will provide all modes of transportation, personnel, equipment, tools, material, maintenance, supervision, ground transportation, unloading and loading capability for breakbulk, rolling stock, and containers to transport DoD cargo globally. The contractor will be required to coordinate all activities with the host nation to ensure duty-free customs clearance, transit and landing rights. This will be a best value source selection award. The Government intends to make multiple IDIQ contract awards. Awards will be made to approved VISA and CRAF carriers. The Government will review each offeror's proposal against the following criteria: Business Proposal, Operational Plan, Technical Proposal, Past Performance, Small Business Subcontracting Plan, and Pricing Proposal. The draft Request for Proposal will be posted on Federal Business Opportunities (FBO.gov) on or about 31 Jan 12. A pre-solicitation conference will be held at the Global Reach Planning Center, Bldg 1907, at Scott AFB, IL 62225, 15 Feb 12. There will be a briefing on the contracting process and requirements, followed by a question and answer session.
