PM UAS UNMANNED CONTROL STATION SOFTWARE RFI INSTRUCTIONS, RESPONSE REQUIREMENTS AND ADDITIONAL INFORMATION General Information Document Type: Sources Sought Synopsis Classification Code: 541511 - PM UAS Unmanned Control Station Software This announcement constitutes a Request for Information (RFI) from US firms. Responses are not sought from foreign firms. THIS IS NOT A REQUEST FOR PROPOSALS. There is no solicitation package available. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government. The Mission of the U.S. Army Project Manager, Unmanned Aircraft Systems (PM UAS) is to provide our Nation and its Allies world class unmanned aircraft systems - interoperable with the U.S. Army, Joint and coalition partners, and affordable through excellence in program management. Applicable PM UAS programs of record to this Request For Information (RFI) are: MQ-1C (Gray Eagle) UAS for Division/Corps commanders RQ-7B (Shadow ) Tactical UAS for Brigade commanders RQ-5B (Hunter) Tactical UAS for Division/Corps commanders In an effort to leverage state of the art in aviation flight management systems, PM UAS has initiated an effort to evaluate these systems for use with Army unmanned aircraft system (UAS) flight control. Appendix A identifies the baseline components that comprise these systems. This is to facilitate more efficient airworthiness certifications necessary for flight in the National Air Space (NAS) and the rapid addition of additional mission essential functionality typically required by unmanned systems. To accelerate this effort and to ensure proven solutions are considered, PM UAS has decided to canvass industry for existing systems and solutions that can satisfy the Army's unmanned aviation requirements for flight critical systems. Description PM UAS is seeking to leverage existing, proven technology solutions from industry that address the following: I.Flight Critical Operations PM UAS is in the initial stages of implementation, execution and compliance with next generation Unmanned Control Station architecture. The effort has a centralized focus on flight certification for the UAS in the NAS. System solutions will be considered as follows: Flight management hardware and software architectures certified for flight in the National Air Space providing flight control and management for manned and/or unmanned aviation platforms. A description of the flight management system functionality, identifying flight critical and non-flight critical functionality and levels of certification, should be provided which identifies the components to be contained in the ground control station. Approach for how the hardware and software should be hosted into the Ground Control System described in Appendix B. Any implied air vehicle, data link or other system requirements should be described. Approach to hosting flight management system software onto the Government provided hardware described in Appendix B. A description of any additional hardware and software requirements to accomplish the integration and certification of flight management system software should be provided. Presentation of how the flight management system can provide flight management for multiple air vehicles from multiple vendors, in flight singularly or concurrently. II. Non Flight Critical Operations Architectural approaches that integrate flight management systems with Government provided mission computing systems which provide non flight critical operations control of mission payloads. Architectural approaches and control functionality for safety critical applications supporting payloads such as weapons or lasers Architectural approaches for integration of applications in a Multiple Independent Layers of Security (MILS) environment. Architectural approaches for the integration of the flight management system interfacing with other non flight critical functionality provided by 3rd parties typically required over the UAS life cycle Response Requirements I.Responses on one or more of the operations within the RFI will be considered. II.Your response must include two (2) customer references for similar implementations (U.S. Government implementations/references are preferred), and both systems must have been implemented within the last three (3) years. Each U.S. Government customer reference you provide should include POC information for both the requiring element and the contracting officer. III.The system(s) identified in your response must be able to meet U.S. Army Information Assurance requirements. IV.The Government may request a system demonstration following the receipt of your response. Include in your response if you would be willing to provide the Government a cost-free demonstration of your system(s). V.Include your business size and if small business, any additional classifications you hold. VI.Provide an assessment of your Technology Readiness Level (TRL) with respect to the system(s) and capability you can provide. See Appendix C for TRL Descriptions. VII.Provide a rough order of magnitude (ROM) cost estimate, based on past experience and the areas presented in this RFI, and an associated projected schedule for implementing your hardware and solution in the GCS or integrating your software onto the GFP software. The ROM should cover all expected resources to include labor, materials, licenses (to include an option for an enterprise-wide license purchase), etc. The ROM and associated projected schedule should list any assumptions made, and may be based on a phased approach for implementation. VIII.Your response should be no more than fifteen (15) typed pages, to include the Title Page. A corporate capability brief may be included as an attachment and will not be counted against the fifteen (15) page response limitation. It is requested that you provide your response via e-mail to Steven.Keiser@us.army.mil no later than 30 days from RFI posting. Responses SHALL NOT include classified information. In accordance with FAR 15.207(b), all information received in response to this Sources Sought Synopsis shall be safeguarded adequately from unauthorized disclosure. SPECIAL NOTE: Notice is given that Torch Technologies (a UAS support contractor) will assist the Government in review of any information submitted in response to this RFI. If a contractor submits proprietary information under this RFI, the contractor must execute a Non-Disclosure Agreement between themselves and the support contractor listed above. (a UAS support contractor) will assist the Government in review of any information submitted in response to this RFI. If a contractor submits proprietary information under this RFI, the contractor must execute a Non-Disclosure Agreement (NDA) between themselves and the support contractor listed above. Additionally, responses may include data that the offeror does not want disclosed to the public for any purpose or used by the Government except for information purposes. If your company wishes to restrict the data, the title page must be marked with the following legend: Use and Disclosure of Data This response includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this response. This restriction does not limit the Government's right to use information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained in Data Sheets [insert numbers or other identification of sheets]. Your company may also mark each sheet of data it wishes to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response." Important: This notice is not a Request for Proposals. The Government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. The functional capabilities contained within this RFI are intended to provide an overview of PM UAS UCS goals and objectives. Proprietary information should be clearly marked on the page containing the proprietary data and the Title page should be marked stating that the package contains proprietary data. The requested information is for planning and market research purposes only and will not be publicly released.
