Description
The US Army, Army Contracting Command-New Jersey, Soldier WeaponsACC-NJ-SW), Picatinny Arsenal NJ, is conducting a market survey toIdentify potential sources interested in buying Cartridge Case Deflector Plates to redirect the ejecting cartridge cases from a new recoil-operated.50 caliber machine gun when the weapon is mounted in the objective gunner protection kit. The XM806 MG is a lightweight/low recoil machine gun designed to deliver heavier small arms firepower in a more maneuverable weapon system footprint with improved accuracy. Perspective supplier shall be responsible for Machining or stamping of metalplate, and then surface coating/treatment will be required as a minimum. The manufactured parts for the referenced Cartridge Case Deflector Plates will have a US Government-owned Technical Data Package (TDP) associated with the fabrication and need to adhere to the TDP drawings and SOW. All technical documents associated with this procurement are marked with Distribution Statement D. The TDP will not be released as a result of this announcement. Instructions for to obtaining the TDP will accompany any solicitation that may be issued at a future date for this requirement. The government is contemplating awarding an indefinite delivery/indefinitequantity (ID/IQ) Firm Fixed Price (FFP) contract with a five year period ofperformance. At the present time the anticipated minimum order quantity forthe contract would consist of 22 units each and a maximum of 300 units each. Only contractors willing and able to produce the approximate required quantities should respond. Contractors must demonstrate the ability to manufacture products of same orsimilar complexity to the Cartridge Case Deflector Plates for the XM806.50 Caliber Machine Gun. This announcement is a market survey, not a pre-solicitation notice. Thereis no formal solicitation available at this time. If a formal solicitationis generated at a later date, a pre-solicitation notice will be published.No award will be made from this market survey. All information submittedwill be at no cost or obligation to the US Government. Please provide your capabilities NO LATER THAN 16 FEBRUARY 2012. Interestedfirms must provide their companies full name and address, location ofplanned manufacturing, company point-of-contact with telephone number,e-mail address, and size and type of business (Large Business, SmallBusiness, 8a Small Business, HUBZone Small Business, Veteran-owned SmallBusiness, Service-disabled Veteran-owned Small Business, Woman-owned SmallBusiness, and Small Disadvantage Business). This survey is in support of the US Army Product Manager Crew Served WeaponsPM CSW). All responses to this Market Survey shall be submitted electronically viaemail using the English Language to michael.goldberg2@us.army.mil. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. Please Note: If/when a solicitation is released, the following informationis provided for your use in order to obtain the TDP: A: The TDP for the XM806.50 Caliber MG will be marked Limited DistributionD, distribution authorized to the Department of Defense and its DoDcontractors only. To obtain a copy of the TDP, AFTER the Solicitationpackage is released, interested contractors must mail/email, to the POClisted above, a signed and approved DD Form 2345 (Military CriticalTechnical Data Agreement). In addition, a copy of the companys State/Provincial Business License,Incorporation Certificate, Sales Tax Identification Form or otherdocumentation which verifies the legitimacy of the company must accompanyall DD Forms 2345. The DD Form 2345 can be obtained at:www.dlis.dla.mil/jcp. At the top of the website page, open library on theblue bar. Scroll down to the Other Forms section on the page and doubleclick on DD 2345. The above referenced TDP will not be released until asigned and approved DD Form 2345 is received along with the Non-DisclosureForm. B. To facilitate validation of the contractor certification, AMSTA-AR Form1350 will be included in solicitations for contractors to complete andreturn (with all appropriate supporting AMSTA-AR Form 1350 supportingdocumentation) to the contracting officer for processing prior to release ofany restricted TDPs. The form becomes part of the permanent filedocumentation. Additionally, a signed U.S. Government Non-Disclosure /Non-Use Agreement will be provided and must be signed and returned as well.The TDP will be supplied on a CD ROM disc and will be an Exhibit with theSolicitation package. It will be marked with a Distribution D restrictivemarking which limits distribution to US based Department of Defense (DoD)contractors only. This TDP contains technical data whose export isrestricted by the Arms Export Control Act (Title 22. U.S.C., Sec 2751, etseq.) or the Export Administration Act of 1979(Title 50, U.S.C., App. 2401et seq.), as amended. Violators of these export laws are subject to severe criminal penalties. C: DD Form 1350: Obtaining an ITAR number from the United States Departmentof State will be required of any company that will be manufacturingDepartment of Defense articles listed on the United States Munitions List.
