- This is a notice of intent to award a purchase order and is not a request for competitive proposals under the authority of FAR 6.302-1. The government intends to solicit a quote and enter into a sole source purchase order, base and four (4) option years with Siemens Healthcare Diagnostics, Inc., Newark, DE. The Clinical Center is a clinical research hospital providing medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center (CC) provides patient care facilities and services for clinical investigations by the NIH Institutes, research in related areas, and other training programs. The Department of Laboratory Medicine (DLM) supports this critical patient care mission through analysis/sampling of laboratory specimens generated from these research protocols. This requirement is a reagent rental used for a Research Development Program within the Department of Laboratory Medicine (DLM). The reagents used must be in compliance and suitable for use with the Siemens Immulite 1000 Immunoassay System. The reagent rental agreement includes the complimentary use of the Siemens Immulite 1000 in exchange for annual reagent supply purchases (specifically, Immulite 1000 Cortisol, Immulite CON6 Multivalent Control Modul, Immulite LKPM Cleaning Kit, Immulite LSCP Sample Cups, Immulite LPWS2 Probe Wash, and Immulite LSUBX Substrate), as well as on-site basic maintenance service (8am to 5pm, Monday through Friday), and Immulite 1000 training for one (1) technologist. The complimentary use of this equipment in exchange for annual reagent supply purchases results in a cost savings to the Government, and is therefore in the best interest of the Government. Furthermore, there would be harm to DLM's ability to provide suitable patient care if we were to take a chance on other reagents/equipment changeovers during ongoing research protocols, specifically due to our time-sensitive mission and short turn-around times on providing laboratory analysis in support of critical patient care. There would be great harm to the NIH Clinical Center and DLM specifically if there were significant delays due to changing over reagents/equipment. The Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. All responses must be received before February 7, 2012, 12:00PM Eastern Standard Time. The proposed award date will be on or before February 21, 2012.
