Description
THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS ELIGIBLE UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET ASIDE (SDVOSB) Set Aside. The Veterans Integrated Service Network #04 (VISN 04) Contracting Office / Altoona (James E. Van Zandt VAMC) intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for Construction Services related to FCA Upgrade Areas to Meet ADA Standards Project # 503-11-113. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for the construction. The project is located at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Boulevard Altoona PA 16602-4337. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for FCA Upgrade Areas to Meet ADA Standards Project # 503-11-113 as required by the drawings and specifications. The period of performance is 180 calendar days from receipt of the Notice to Proceed. The Solicitation, Specifications and Drawings will be available at http://www.fbo.gov. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100/. Offerors must be registered in vetbiz at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. Interested parties must go to the http://www.fbo.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 238220, with a small business size standard of $14.0 million in annual receipts for the past three years. The Magnitude of Construction cost for the project is between $250,000.00. to $500,000.00. The solicitation package, amendments, and site visit attendance record will be issued by way of the FedBizOpps website only. All questions regarding this solicitation must be submitted in writing by email to Daniel.Shea2@va.gov, no later than 2:00 P.M. Seven (7) calendar days prior to the deadline for the receipt of bids. (For Example, if the Bid Deadline is November 23, 2011 questions must be received no later than 2:00 P.M. on November 16, 2011.) NO TELEPHONE REQUEST WILL BE HONORED. All Questions must be submitted utilizing the following SUBJECT TITLE: S05 RFI 503-10-123 followed by the Subject Matter and Firm's Name. For example: S05 RFI 503-11-113 Concrete ABC Company. All responses to questions will be posted to the web site. The Solicitation Issue Date will be on or about February 15, 2012. Interested parties are strongly encouraged to review the entire Solicitation, especially the Specifications and Drawings prior to the Pre-Bid Conference/Site Visit. 1.Bids shall be submitted in sealed envelopes or packages (Telegraphic Bids, Facsimile bids and Bids submitted by electronic commerce are NOT acceptable.) 2.All bids sent before the time set for the opening of bids shall be mailed to the following designated official and address: James E. Shea 2907 Pleasant Valley Blvd Altoona, PA 16602-4377 The bids shall not be opened or viewed, and shall remain in a locked drawer and retrieved by the Designated Government Official prior to the Bid Opening.
