Description
The overall goal of the EGRA+QIM project will be to improve reading outcomes for students in grades 2-3. The Agency for International Development (USAID) intends to negotiate and award one (1) Cost Plus Fixed Fee (CPFF) completion type contract for a project to conduct Early Grade Reading Assessment Plus Quality Instruction and Management (EGRA+QIM) in the Zambezia and Nampula provinces of Mozambique. The overall goal of the EGRA+QIM project will be to improve Improved reading outcomes for students in grades 2-3. To achieve this goal, the Contractor will provide key training, coaching and technical assistance to improve the quality of basic education services with a specific and focused emphasis on improving early grade reading outcomes. Training and technical assistance will be limited to the above provinces, and activities will focus on the following Intermediate Results (IRs): IR1. Improved QUALITY of reading instruction in grades 2-3 in targeted schools; and IR2. Increased QUANTITY of reading instruction in grades 2-3 in targeted schools Furthermore, this project will demonstrate the Agency's new commitment to building partner country capacity by directly training and supporting local education institutions, and strengthening their abilities as the country's front-line education service providers to manage for and achieve significant and meaningful results. This procurement is being solicited under full and open competition. Any awards to large businesses will require a goal of 15% of the total estimated cost to be subcontracted to small business firms. The North American Industry Classification System (NAICS) code 541990 and the small business size standards is $7.0 million. The period of performance will be from the effective date of the award until September 30, 2016. The preferred method of distribution of USAID procurement information is via the Internet. This Request for Proposals (RFP) and any future amendments thereto can be downloaded from http://www.fbo.gov. Offerors have 35 days to prepare and submit their proposals.
