- 1. This source selection procurement will utilize Two-Phase Design-Build Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price Design-Build contract for the project entitled œPotable Water Plant Modernization, U.S. Naval Support Facility, Diego Garcia. Phase I of the procurement process is a narrowing phase to a maximum of five (5) firms (design-build teams) based on technical factors that include: Technical Approach, Experience and Past Performance. Only those offerors selected in Phase I will be allowed to proceed into Phase II. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. THIS IS A REQUEST FOR PROPOSALS (RFP) FOR PHASE 1 ONLY. The Phase 2 RFP will be issued as an amendment to this solicitation, with specific Phase 2 submittal requirements. Competition for Phase 2 will be limited to those firms selected in Phase 1. 2. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform design-build services to construct a single-story water treatment facility capable of producing 1,200,000 gallons of drinking water per day in Cantonment area. The project contains a base contract and 2 option CLIN items. Base contract includes construction work for CLIN 1 and all design work for CLIN 1 and CLIN 2. Option-1 includes construction work for adding new functions to Supervisory Control and Data Acquisition (SCADA) system. Option-2 includes on-site execution and coconut tree selection work for CLIN 0003. These option items may or may not be awarded. Option item(s), if awarded, will be awarded within 30 calendar days after the time of award of the base contract. 3. The successful offeror shall be required to complete the entire work, ready for use, not later than 950 calendar days, including the mailing period, after the date of Award. The performance period will not increase with award of option items. 4. This is a web-only solicitation. Offerors can view and/or download the solicitation at https://asia.neco.navy.mil or https://www.fbo.gov. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO and FedBizOps websites. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
