- Naval Facilities Engineering Command (NAVFAC) Atlantic intends to award a sole source contract for a commercial purchase of construction estimators and square foot estimators renewal software to R S Means Company. The term of the contract will be for one base year. Only one responsible source is able to provide the type of services that will satisfy the agency requirements. This sole source acquisition meets the conditions of FAR 13.106-1(b)(1) and is not a request for competitive quotes; however, all interested parties who believe they can meet the requirements should contact Phil Mathews at Philip.mathews@navy.mil and Rochelle Lee at Rochelle.lee@navy.mil. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer. If no written responses are received at least three (3) days after publication of this special notice, the contract will be awarded without further notice. The North American Industry Classification System Code (NAICS) is 511210, Software Publishers, and the SBA size standard is $25 million.
