- Justification & Approval The applicable contract type for this procurement is Cost Plus Fixed Fee (CPFF) Level of Effort (LOE). Several factors combined resulted in a decision that a CPFF LOE for the labor requirements would be in the best interest of the Government. The level of effort required to accomplish the tasks identified in the Statement of Work (SOW) contains many uncertainties; and therefore, do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
