Description
Refer to Pre-Solicitation Posting FA4855-12-R-0014 for most current notice for C-IED MOUT Training Complex This is a request for information only as defined in FAR 15.201(e), issued for the purpose of identifying potential sources with the capability to supply and install training aids described herein. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. The Government does not intend to award a contract based on responses to this RFI, but is in need of information on potential sources. Air Force Special Operations Command 27 Special Operations Wing Plans and Programs (AFSOC 27SOW/XP) is conducting a market survey to determine industry's capabilities to provide turnkey procurement of Modular Military Operations in Urban Terrain (MOUT) training sites using shipping containers, communications equipment, counter improvised explosive devices (C-IED) simulation equipment, including after-action recording (AAR) and playback technology at Melrose Air Force Range near Cannon Air Force Base, New Mexico for the purpose of partnership with the Joint Improvised Explosive Device Defeat Organization (JIEDDO) Train the Force initiatives, assisting United States forces in the defeat of improvised explosive devices. The scope of the effort would entail performing a mix of design, fabrication, installation, integration, verification and fielding of approximately 600 "compound, village and urban building" assemblies on an active training range with some limited site preparation including AAR and communications technology integration, technology procedures and maintenance training. The USAF has a requirement for assemblies to be delivered beginning in May FY12 through the end FY13. 27SOCONS intends to compete the Melrose Range C-IED Training Area with deliveries beginning in Spring 2012 through 2013. Our primary interface with industry will be the Federal Business Opportunities (FBO) (https://www.fbo.gov/) site. We anticipate releasing the Draft Request for Proposal (RFP) within 30 days. The Government anticipates scheduling a site visit prior to RFP release. Interested vendors should supply meaningful documents indicating proven ability to execute this type of effort on a large scale. A format for providing both government and commercial projects past and present performance information is provided. In response to this RFI, please provide the following information: 1. A description of your company, including address, CAGE Code, DUNS and Point of Contact information and your intentions for competing for this award. 2. A description of your company's experience in supplying and installing mobile container based training buildings 3. A description of your capability to develop, produce, deliver, setup, test, and support a training area that meets the basic requirements described herein. Include information about your development, manufacturing and production capabilities (including any certifications that you have achieved), as well as any subcontractor/teaming relationships that might pertain to this effort. 4. Provide an estimate of the length of time that your company would require to mobilize. Address any risks that you foresee in completing the deliveries. 5. A description of your company's experience integrating disparate simulation software and hardware into an immersive mission training system with emulated equipment. 6. Identification of the top five risks you foresee in executing an acquisition of this scope. 7. The Government is especially interested in the technology challenges 8. Any other relevant topics, concerns, and information that will help the Government in forming an acquisition strategy. 9. The applicable North American Industrial Classification System (NAICS) code is expected to be 332311, with a size standard of 500 employees. Indicate whether you are a large or small business in relation to NAICS 332311 and if small, your small business type (Small, SDB, etc.). Provide any rationale for proposing alternate NAICS. Responses are requested no later than close of business on 23 January 2012. Given the need for a rapid response to this RFI, lengthy and elaborate presentation material and explanations are discouraged. Marketing materials are not a sufficient response to this RFI. Please limit responses to no more than 10 pages, excluding past and present performance reference sheets. A point of contact that can speak for the responding company should be identified to support further Government inquiries as well as explanations that might be needed with regard to the information provided. Responses to the RFI will not be returned. Respondents should indicate which portions of their response are proprietary and should mark them accordingly.
