Description
Rules of Engagement (ROE) for Kuwait Site Visit on 23 April 2012 Draft Agenda for Kuwait Site Visit on 23 April 2012 KUWAIT SITE VISIT : NAVAIR will be holding an in-country site visit for Industry to attend in support of the upcoming Kuwait KC-130J Maintenance Contractor Field Team (CFT) competition. The event will provide an in-country site visit for potential vendors to obtain a better understanding of the Kuwait CFT requirement. In order to ensure that all offerors have equal access to information and protect the integrity of the procurement process, the United States Navy (USN) Procuring Contracting Officer (PCO), with Naval Air Systems Command (NAVAIR) program office assistance, will control all exchanges with offerors. To assist the PCO and the Program Office in controlling all exchanges with offerors, Enclosure (1) provides a draft schedule of events. Enclosure (2) provides the Rules of Engagement (ROE) for the site visit. The PCO and the Program Office will be responsible for monitoring and documenting all interactions between contractors and KMOD/Kuwait Air Force (KAF) personnel. The site visit will take place on Monday April 23, 2012 in Kuwait and is limited to three individuals per company. NAVAIR proposes that all industry partners stay at the Crowne Plaza in Kuwait City to facilitate transportation. Interested companies are required to email Ms. Lindsey Metcalf at lindsey.metcalf@navy.mil no later than 15:00 EST, February 24, 2012 with the following information for base access: (1) Company Name, (2) Name(s) of employees, (3) Title(s) of employees, (4) Social Security number(s) of employees, (5) Scanned colored copy of passport. All questions regarding Kuwait site visit shall be submitted via e-mail to Ms. Lindsey Metcalf at lindsey.metcalf@navy.mil. Late registration and "walk-in" requests will not be permitted. This announcement is not a contract, a request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. The Navy will not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee cost in response to this notice is not considered an allowable direct charge to the Government.
