Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. The U.S. Maritime Administration intends to procure, on a Sole Source basis from Umoe Schat-Harding, Inc., of 705 Mount Vernon Avenue, Portsmouth, Virginia, 23707, all labor, materials, equipment and services to accomplish various repairs to the four (4) lifeboats aboard T.S. State of Maine located at the Maine Maritime Academy, Castine, ME 04420. All work must be completed prior to April 15, 2012 and shall be done in accordance with the USCG and the OEM. This work shall involve, at a minimum, the following on all four (4) lifeboats: •1. Remove and dispose of all foam from all floatation chambers. •2. Remove all grab rails and their backing plates and fasteners. Fabricate new grab rails from stainless steel and install the rails with new stainless steel backing plates and fasteners. Glass in all new grab rail backing plates and fasteners to ensure that no water can penetrate the floatation chambers. •3. Remove all upper and lower, forward and aft, horseshoe collars and their backing plates and fasteners. Reinstall the collars with new stainless steel backing plates and fasteners. The Contractor shall determine if the strength required of these fasteners shall permit substitution with stainless. Glass in all new backing plates and fasteners to ensure that no water can penetrate the floatation chambers. •4. Remove all athwartship members where they tie into the benches to include their backing plates and fasteners. Reinstall the members with new stainless steel backing plates and fasteners. Glass in all new backing plates and hardware to ensure that no water can penetrate the floatation chambers. •5. Renew all release gear pipes, their bearings, fasteners and backing plates. Install new release gear pipe and bearings with stainless steel backing plates and fasteners. Glass in all new backing plates and hardware to ensure that no water can penetrate the floatation chambers. •6. Open, inspect and reinstall the stern tube bearings. •7. Glass in all bench to hull seams port and starboard. •8. Fabricate and install stainless steel plate sufficient to prevent wear of the fiberglass in way of the bow and stern gripes (both gunnels and keel) and tricing pendants (in way of gunnels). •9. Renew the rudders, tillers and associated hardware. •10. Hydrostatically prove the watertight integrity of the hull PRIOR to refilling the floatation chambers with foam. •11. Fill all floatation chambers with new foam. •12. Glass in all penetrations where foam was filled to include repair of the original foam filling ports. •13. Prepare the surfaces and paint the inside and outside of the boats. •14. Weigh the boats using a certified scale. Correct the boats placarded weights as necessary. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential business sources prior to issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Interested parties may identify their interest and capability to satisfy the Government's requirements by responding to this notice giving reference to DTMA94Q20120011. Capability statements must include documentation establishing the ability to satisfy the Government's requirements. Indicate if your company is a large or small business, and if a small business, indicate if you fall within any of the further classifications (Hubzone, SDVOSB, WOSB, etc.).
