- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with AERO Systems Engineering (ASE Holdings) to satisfy a Foreign Military Sales (FMS) requirement for on-site technical assistance for the Standard Engine Test System (SETS) in Penang, Malaysia. Technical Assistance from ASE Holdings is required to fault isolate the SETS to the faulty components. ASE Holdings is the Original Equipment Manufacturer (OEM) of the SETS bench and owns all data rights. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
