- The Naval Surface Warfare Center, Carderock Division, Philadelphia intends to procure on a sole source basis from JonRie Intertech, LLC (Manahawkin, NJ) engineering and technical services to support repairs and overhauls, and operational certifications on various class ship ™s tow machines (Series 322 Automatic Tow Machine), (Series 332 Automatic Towing Machine) and (Series 400 Traction Winch) systems, tow/roller pin assembly and power wheel equipment. Those services shall include the calibration of the servo amplifier boards, command interface boards and compensators venting cards. JonRie InterTech, LLC is the only known source with the required technical data and qualified personnel with knowledge of the operations and functions of the Series 322 Automatic Tow Machine, Series 332 Automatic Towing Machine, and Series 400 Traction Winch, and Jonrie Series 900 Tension Systems and Jonrie Series 900 Traction Winch controllers. The contract period will consist of a twelve (12) month base period and four (4), twelve (12) month options. An Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed-Fee type contract is anticipated. The Government will not pay for any information received. The North American Industry Classification System (NAICS) Code is 541330. The authority permitting other than full and open competition is 10 USC 2304 (c)(1). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
