Description
Request A/E firm provide all required labor, material and equipment to develop construction documents to include contract drawings, specifications, site investigations for the development of contract documents construction period services and site visits. The project for design and construction will entail removing "Generator 1E9" a 250KW/312 KVA, 480/277 Volt, 3& generator and redistribute existing "Generator 1E9" electrical load to "Generators 56", two paralleled 750 KW/937.5 KVA, 480/277 Volt, 3& generators. "Generators 56" are rated for 480 volt power up to 2254 amps/1875 KVA and currently have an estimated calculated existing load of 1066 amps/886KVA. The additional load to be added to "56 Generators" from "1E9 Generator" is estimated at 150amps/125KVA plus inrush from imaging equipment. Additional and future loads are to be considered for this project, primarily in the X-ray (Imagining) and Lab areas. The existing emergency electrical panels that serve the Laboratory area shall be evaluated for other available sources of emergency power distribution, replacement and upgrade or additional emergency electrical panels to be added. The emergency electrical distribution panels for X-Ray (Imagining) area shall also be evaluated for additional imaging equipment electrical loads, replacement and upgrade. New electric rooms will be required to be designed and built. Ancillary equipment associated with "1E9 Generator" shall be replaced and upgraded, to include four ATS's and various distribution power panels. ATS's shall have External Bypass-Isolation feature. Additional ATS designated as "Standby Equipment ATS" to be required in order to place additional imaging equipment and air handling equipment on generator power. Evaluate placing existing A/C equipment that serves the south CT Scanner room on to emergency power, it is currently on normal power." Elevator ATS" (Elevators S-2, S-3 & P6) load shall be added to new "Generator 56" generator distribution panel. Elevator ATS emergency side is currently on "46A & B Generators" and using a 225 KVA step-up transformer 208V, 3& to 480V, 3&. The normal side of the ATS is from Switchgear (480V, 3&) in 1E10-1. The Transformer is to be removed and "Elevator ATS" emergency side to be re-fed from new emergency generator distribution panel and generator controls removed from "46A & B Generator" and rerouted to "Generators 56" master controller. "Generators 56" Master Command Center Controller will require an evaluation of the existing ATS's and the new ATS's to be added on to the Master Controller and an upgrade to the current technology. Additional generator paralleling switchgear and generator distribution switchboard / panels will be required. External generator connections shall be installed on the outside of building 56 for accessibility for load bank and portable generator connections, sized for 100% of full load of the two 750 KW parallel generators. A/E shall develop all demolition, architectural, mechanical, plumbing, and electrical and fire protection drawings and specifications for these disciplines and detailed construction cost estimate as required. A/E firm shall comply with NFPA, NEC and Life Safety Codes, VA Design Criteria, construction standards and other required documents for the development of these documents. Estimated time of completion is 120 calendar days. Estimated cost of construction is $1,534,000.00. Area of consideration is restricted to within five hundred (500) miles of the Jack C. Montgomery VA Medical Center, 1011 Honor Heights Drive, Muskogee, OK 74401. This requirement is 100% set aside for Service Disabled Veteran Owned Small Business.
