- The Pension Benefit Guaranty Corporation (PBGC), an independent federal agency, protects the retirement incomes of 44.1 million American workers in 30,330 private-sector defined benefit pension plans. PBGC was created by the Employee Retirement Income Security Act of 1974 to encourage the continuation and maintenance of private-sector defined benefit pension plans, provide timely and uninterrupted payment of pension benefits, and keep pension insurance premiums at a minimum. The PBGC, Human Resources Department (HRD), has a requirement for professional leadership coaching services. The contractor shall assist with increasing the leadership capacity within the Corporation. This requirement is a small business set-aside for Women-Owned Small Business. The associated North American Industry Classification System (NAICS) code for this procurement is 541618 (Other Management Consulting Services). The small business standard is $7.0 million. The government anticipates multiple award Blanket Purchase Agreements (BPA). The term of the BPAs will be four (4) years. In order to be eligible for award, all responsible sources must be registered in the Central Contractor Registration (CCR) database. Contractors may register online at the website, www.ccr.gov. The solicitation and any amendments will be available through the Federal Business Opportunities (FBO) website, www.fbo.gov. PBGC anticipates issuing the solicitation on or about January 28, 2012 and making an award on or about April 20, 2012. These dates are approximate. Interested parties are responsible for monitoring the FBO website for the most up-to-date information concerning this forthcoming solicitation. Leadership/Executive Coaching Services The Human Resources Department (HRD) has established the Leadership and Executive Coaching Program in support of the Corporate Strategic Plan and Goal 3: Stewardship: The PBGC will exercise effective and efficient stewardship of PBGC resources. HRD under Corporate and Organizational objectives must promote a performance-based culture that improves accountability, organizational performance, employee engagement and morale in addition to balancing the skills and capabilities of people, processes and technology to sustain effective solutions to business requirements. PBGC requires the assistance of executive/leadership coaching services for the main objective of increasing the leadership capacity within the Corporation. Specifically, leadership coaching will be utilized for PBGC Senior Level executives, supervisors and professional staff of GS-15 and GS-14 according to their individual coaching needs and goals. Leadership coaching is voluntary and confidential at PBGC. Coaching focuses primarily on leading self by: • Developing self awareness of fundamental leadership dimensions • Gaining better understanding of one's impact on others • Improving and enhancing personal effectiveness
