Description
SOURCES SOUGHT The purpose of this sources sought is to determine how many and what type of businesses are capable of performing the below described services and to determine whether or not a set-aside and which type, may be appropriate. If your company directly provides the below services, not through a subcontracting or similar arrangement, please contact this office and let us know if you are interested in performing. If you do not disclose your business size/status, we will consider your firm to be a Large Business concern. Additionally, if your declare status as either a "Service Disabled" or "Veteran Owned" Small Businesss Concern, you must ensure that you are properly vested in the Department of Veterans Affairs registry listed at: https://www.vip.vetbiz.gov/. Also, ensure that you are properly registered in the "Central Contractor Registration," listed at: https://www.bpn.gov/ccr/. If you are already loaded in these sites, ensure that you verify your date(s) of certification to ensure you are able to propose of future opportunities. STATEMENT OF WORK SYNOPSIS "CURBSIDE PATIENT ASSISTANCE AND VALET PARKING SERVICES" SCOPE OF WORK: The Department of Veterans Affairs Medical Center in Phoenix Arizona, has a requirement for Curbside Patient Assistance and Valet Parking Services to alleviate the significant parking problems experienced by our veteran patients utilizing our medical facility. The contractor shall provide all personnel, equipment, and transportation necessary to meet below described requirements. 1. General Intent a.The Phoenix VA Health Care System (hereafter referred to as the PVAHCS or simply as the VA) is currently experiencing parking shortages as a result of increase in patient visits and construction projects in progress. b.The VA would like to implement a full valet parking service for Veteran patients to alleviate some of this congestion and facilitate smoother parking activity. A variety of different methods and practices will be considered as proposed by the Offeror. c.The Offeror will be required to assess the current VA parking situation, and take into consideration all provided government space and equipment as described herein. The Offeror will provide its proposed valet parking plan, including all processes, materials, procedures, and staffing. d.Upon award, the Contractor will be required to implement the proposed plan and carry it out on a day-to-day basis for the duration of the contract. The Contractor will have thirty (30) days after this contract is awarded in which to set up operations, finalize staff requirements (including Government-administered background investigations), etc. At the end of this thirty-day period, at the latest, full operations are to begin. 2. Current Estimates a.The VA is prepared to set aside a portion of existing parking spaces in a designated area for access by Contractor staff for performance of services as described herein. Offeror may acquire offsite parking areas to further increase capacity. b.The VA estimates that there are roughly 2,600 unique patient visits per day, some of which may choose not to use valet service. It is not the intent of this contract to accommodate all patient visits. c.Busiest times at the PVAHCS are weekdays with Fridays generally the least busy. Weekdays are usually busiest from 8:00 AM to 3:30 PM. 3. General Contractor Requirements a.The Offeror is required to furnish a comprehensive technical proposal detailing the suggested valet parking plan. This plan should include all labor, materials, supervision, equipment, and services to meet the needs of the VA. The restrictions to this proposed plan and required elements are described herein. b.Contract services are to be provided Monday - Friday (excluding holidays list in this solicitation) from 8:00 AM to 3:00 PM. The Offeror may propose different hours if they will provide value to PVAHCS. Contract staff may arrive earlier and stay later as necessary to set up or break down equipment, signage, etc. A designated Contract Supervisor (further defined herein) must be on-site during any performance under this contract. The PVAHCS reserves the right to adjust these hours/location and other changes that are deemed necessary once the demand has been more clearly identified. c.Contract employees will require mandatory background investigations designated at the Low Risk (NACI) level performed by the Government. No employee may begin work on this contract without the successful initiation of a background investigation by the Contracting Officer (CO). Any employee whose background investigation yields unfavorable results is required to be removed from performance of this contract immediately. The Contractor may be charged for these background investigations if needed (contract staff already holding Government clearance need only show evidence of such). d.The number of lined spaces identified on the drawings attached to this solicitation may not represent the actual number of existing lined spaces. It is the Offeror's sole responsibility to visit the site to fully understand the nature of the work and the conditions under which the work will be performed. Failure to visit the site will not relieve the successful Offeror from providing services in strict accordance with the true intent and meaning of the specifications. During the site visit the Offeror is encouraged to obtain exact dimensions of each of the areas and determine number of spaces, which will be available at each location. * * * Continued * * *
