- Description
- This non-commercial requirement is to convert the Royal Saudi Air Forces (RSAFs) F-15S aircraft to an F-15SA configuration and support OCONUS base stand up. Due to the government not possessing data rights to this new mission design series platform needed for competition, the effort will be sole sourced to the OEM, The Boeing Company (0PXV4), under 10 U.S.C 2304(c)(1) as the one responsible source with no other supplies or services capable of satisfying agency requirements. This effort provides for engineering development of the Country Standard Time Compliance Technical Order (CSTCTO), CSTCTO integration and testing, Retrofit Installation Drawings (RIDs) development, fabrication of trial kits to support Validation and Verification activities, procurement of 70 Conversion kits, and the procurement and installation of 4 base stand-up kits. The base stand-up kits will be needed to support initial F-15SA production and converted aircraft arrival at four In-Kingdom locations. Based upon of the Bill of Materials being developed and delivered as part of this effort, the base stand-up kits will consist of new and unique and long lead F-15SA Classified and Unclassified initial spares, initial support equipment and support equipment spares. This is initial support only with upcoming Competitive Contracts being awarded to provide future aircraft sustainment. The 70 Conversion kits will contain all material required to convert an F-15S aircraft to an F-15SA configuration based on the before mentioned CSTCTO and RIDs. It should be noted this work is to fulfill a Foreign Military Sale. The period of performance for this requirement is planned to begin 06 March 2012 and extend through 31 Dec 2019. Any offeror who feels that they can meet these requirements, based on the before mentioned data, is encouraged to submit appropriate documentation to be reviewed by our government Program Manager. This requirement will not be delayed for qualification purposes.
