Description
The Naval Air Systems Command (NAVAIR) intends to request a proposal and negotiate on a sole-source basis with Sikorsky Aircraft Corporation, 6900 Main Street, P.O. Box 9729, Stratford, Connecticut, 06497-9129, for the procurement of non-recurring engineering required to develop shipboard tie-down arrangements for the MH-60R and MH-60S aboard the JHSV ship. This analysis will focus on the loads-associated ship accelerations, ship motion, landing gear load and stroke response, as well as other factors with those arrangements to ensure the structural integrity of the aircraft tie-down points, landing gear and landing gear attachment points, as well as the tie-down chains during normal, moderate, and heavy weather wind and sea conditions and associated ship accelerations provided by the Government. New patterns will be developed as previously developed tie down patterns for the MH-60R/S for other ship classes are not applicable to the JHSV ship due to variations in the pad eye spacing aboard this ship. This contract will be awarded as a firm-fixed price contract to Sikorsky Aircraft Corporation as they own the required stress limits data necessary for this procurement. Sikorsky Aircraft Corporations is also the only known source with the knowledge, experience, and proprietary technical data required to perform these tasks within the necessary time frame. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
