Description
This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing an integrated Electron Backscatter Diffraction (EBSD) detection system to be used on an FEI Helios 650 Focused Ion Beam (FIB) / Scanning Electron Microscope (SEM). The NIST Center for Nanoscale Science and Technology (CNST) NanoFab is a state-of-the-art nanofabrication laboratory and multi-user facility that supports a wide range of scientific research projects. The EBSD system will be used for materials characterization at the micro and nano scales and is required for precise measurement of crystallographic orientation, grain size and boundaries, phase identification, strain and fracture analysis, and micro-texture. After results of this market research are obtained and analyzed and specifications are developed for the EBSD system that can meet NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a need for an integrated Electron Backscatter Diffraction (EBSD) detection system that would meet the following requirements: 1. INTEGRATION: The system must be compatible with the Helios 650 tool and integration must not void the existing warranty or service contracts. 2. PERFORMANCE: The EBSD system and software must be capable of rapid signal collection and data processing. 3. DETECTOR: The system should include a high resolution (spatial and angular) detector for high quality diffraction pattern capture at low probe currents and high magnifications 4. COMPATABILITY: The system should be compatible with and utilize data from the existing Energy Dispersive Spectroscopy (EDS) detector for enhanced material identification. 5. SOFTWARE: The system should integrate with the present microscope control software to enable automated FIB milling, sequential data collection, and 3D reconstructive data modeling to fully utilize subsurface analysis capability of the FIB/SEM instrument. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334516, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice. Companies that manufacture Electron Backscatter Diffraction detection systems are requested to email product literature and a letter describing their abilities to joni.laster@nist.gov no later than the response date for this sources sought notice. The letter shall include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that manufactures the equipment for which specifications are provided. 2. Name of the company(s) that are authorized to sell the equipment, their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 3. Indication of the number of days after the receipt of the order that is typical for delivery of such equipment. 4. Indication of whether the equipment for which specifications are sent to joni.laster@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the government should consider in finalizing its market research.
