- This pre-solicitation notice addresses Missile Defense Agency (MDA) Medium Range Ballistic Missile (MRBM) target class requirements to support Ballistic Missile Defense System Element and System Flight tests. The core MRBM capability is a 2,000km target with a 600kg payload. MRBM requirements include development and manufacturing of MRBMs, integrated logistics support to include inventory storage and maintenance, pre and post mission analysis, launch preparation and execution, and engineering services. The requirement is for targets under a contract including cost-reimbursement and fixed priced contract line items. Modified Ballistic Re-entry Vehicles (MBRVs) and Associated Objects (AOs) will be government furnished and the prime contractor will be required to integrate onto their solution. The anticipated need is for 6 with options for additional targets. The targets will be air and ground launch capable. The MDA intends to issue a DRAFT solicitation for industry feedback within 30 days. The MDA anticipates issuance of a FINAL RFP in March 2012, with contract award in 2012. This requirement will be solicited and awarded in accordance with FAR Part 15 for Full and Open Competition. At this time there are no partial or total set-asides for this acquisition. The Agency intends to award to a single offeror on the basis of best value to the Government, in consideration of both price and non-price factors. Interested offerors are encouraged to register at the Federal Business Opportunities (FBO) website at https://www.fbo.gov/ to receive email notifications when information related to this acquisition is updated or documents related to this acquisition are issued and available for download. As a rule, the MDA will not directly send solicitation or amendments directly to Offerors and it is the interested offeror's responsibility to periodically check this website for updates. The Government requests that all interested parties ensure they are listed on the 'Interested Vendors List" in FBO and also provide the name, e-mail address, and phone number for a point of contact or contacts within your organization to: MRBMTargetsProcurement@mda.mil.
