Description

The US Army Contracting Command-Rock Island intends to issue Request for Proposal (RFP) W52P1J-11-R-0113. This solicitation is for an FFP, five year Indefinite Delivery Indefinite Quantity (IDIQ) the MK64 Mod 2 Projectile Body, NSN: 1320-01-313-6783; P/N: 6573623. The M64 Projectile Body is for the MK186 Multi Option Fuze/Navy (MOFN). The MK64 projectile Body is approximately 21" long, has a finished weight of approximately 57 lbs. and is made from 1050 steel with a minimum yield strength of 78,000 psi, and there are additional restrictions on the steel chemistry. The body has a swaged rotating band applied to it, and a thing steel disc welded to the aft end of it. Due to the fact that the body will later be filled with an explosive, and fired from a gun, there are rigorous quality assurance requirements including 100% Ultrasonic Inspection and numerous other 100% inspections. Manufacture of the MK64 Projectile Body requires specialized critical skills or facilities that must be maintained within the NTIB. Solicitation is FOB Destination. The proposed contract will be a Best Value and is restricted to NTIB IAW FAR 6.302-3. Detailed specifics of the technical and quality requirements will be provided in the solicitation. The technical data package is classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the Arms Export Control Act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provisions of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain the TDP. The technical data package (TDP) will NOT be available until after the solicitation is formally issued. The response date listed above is for archive purposes only and is NOT the date in which offers are due. The date offers are due will not be issued until the solicitation is issued. ESTIMATED solicitation issue date is 9 Feb 2012. This is an estimated date only and may be subject to change. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102(a) (1); therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the Army Single Face to Industry (ASFI) Website at the following address via the internet: https://acquisition.army.mil/asfi/. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
