- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. It was found that there was only one contractor that provided the type of equipment needed for the LCF-1600 Firearms and Tool marks comparison microscope and the Document Examination microscopes. The contractor is Leeds Forensic Systems, Inc. The microscopes that were requested are specific to the existing equipment that had been previous used during training the Afghanistan Security Forces that are currently in place. There are currently no equal items that would satisfy the mission requirement. It was determined that the only other alternate solution to meet the mission requirement would be to completely replace the existing equipment with those from another vendor.
