Description
The Naval Air Systems Command (NAVAIR) intends to issue a modification to Delivery Order 0171 under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. The modification will cover a revision to Engineering Change Proposal V-22-0909 that will require the contractor to perform the non-recurring engineering to incorporate the revised BFT II antenna design into the V-22 Block B and C aircraft. This modification will also require the delivery of BFT I and BFT II Retrofit Antenna "A" Collector Kits; Aircraft Cabin Equipment/Netted Weather Kit Installation; and BFT II Upgrade to the existing Training Devices for the V-22. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
