Description
This is a revised synopsis for the Request for Proposal (RFP) for the continued operation of the Excelsior Springs Job Corps Center (JCC), at 701 St. Louis Avenue, Excelsior Springs, Missouri 64024 and (Alternate Training Location (ATL)) at 2402 Swope Parkway, Kansas City, Missouri 64130, will be available approximately Friday, February 3, 2012, on the World Wide Web at https://www.fbo.gov. The resultant contract will cover the period June 1, 2012 through May 31, 2014 plus three Government unilateral option years. The Excelsior Springs JCC has a capacity of 495 students (192 residential males, 160 residential females, 32 non-residential males, and 111 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and career technical training, along with support services. The contractor shall provide academic and career technical training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. This contract will also include direct Outreach/Admissions services with an annual arrival goal of a minimum of 300 students, and Post-Center Career Transition Services with 555 youth returning to the State of Missouri. A Pre-Proposal conference, followed immediately by a walk-through inspection of the Excelsior Springs JCC facility, will be convened promptly at 10:30 a.m. local time on Thursday, February 16, 2011 at the Excelsior Springs JCC facility (address shown above). In addition, offerors may elect to inspect the ATL facility (address shown above), which will be performed after inspection of the Excelsior Springs JCC facility. Offerors are advised to wear comfortable attire and footwear and allow approximately 3.5 hours for the site visits. Upon entering the facility, offerors must stop at the front desk where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. Technical and contractual questions concerning this procurement will not be answered at the Pre-Proposal Conference, but will be addressed in amendment(s) to the RFP. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Time, on Monday, March 19, 2012, at the following address: U. S.
