- The government is hereby requesting information/interest to establish a long term contract on the item below: INSIGNIA, SHOULDER SLEEVE, ARMY AMERICAN FLAG, IR, MUSHROOM, AND BLACK, RIGHT, SHOULDER, SRP 95-12 NSN: 8455-01-600-4850 Spec: CO/PD-06-05A Years on contract: ONE-year base term, with TWO-one-year- options Quantity: The ESTIMATED quantity for the base term and two option years is a minimum of 150,000 each and a maximum of 750,000 each of the INSIGNIA, SHOULDER SLEEVE, ARMY AMERICAN FLAG. There is no guarantee that a solicitation is forthcoming and the quantities given are estimates only and are subject to change. Note: Production Lead Time is 90 days. Evaluation factors: Best value, lowest price technically acceptable (LPTA) procedures will be used. Product Demonstration Models (PDMs) will be required at time of solicitation closing. The Government intends to award to the vendor who meets the technical acceptability criteria described in the solicitation at the lowest price which will include the PDMs and compliance with the solicitation terms and conditions with no exceptions taken. **All items must be 100% U.S. Made out of 100% U.S. Materials** Berry Amendment does apply. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
