SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN FY12 and FY13 MILITARY CONSTRUCTION PROJECTS AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed item as part of larger construction contracts to be executed on Fort Wainwright, Alaska. A determination by the Government to not compete this requirement based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". ITEM: Siemens Apogee Building Automation System. THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as this sole source item will be incorporated into the specifications of FY12 and FY13 solicitations for new Military Construction (MILCON) facilities on Fort Wainwright, Alaska. Fort Wainwright has selected and installed the Siemens Apogee Insight System as the postwide Utility Monitoring Control System (UMCS). All buildings on Fort Wainwright are required to be connected to this head end and to have Building Automation Systems (BAS) which provide full communication and functionality. It is essential to the Government that BAS in each new facility integrate with the proprietary Siemens Apogee UMCS although integration alone is not sufficient. The Siemens Apogee UMCS must configure the facility's BAS and Direct Digital Control System in order to provide a fully functional and operational system. Full communication and complete integration are defined as: a. BAS controller setup through the UMCS b. BAS controller diagnostics through the UMCS c. BAS controller programming through the UMCS d. BAS controller program reloading through the UMCS e. BAS point monitoring at the UMCS f. BAS point control at the UMCS g. BAS graphics at the UMCS h. BAS alarms at the UMCS i. BAS trending at the UMCS j. BAS scheduling at the UMCS Vendors who offer Building Automation Systems which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information: (1) Identification of the manufacturer's name, address, and country of product manufacture. (2) Fully detailed specification sheets.
