Description
The Defense Commissary Agency is seeking qualified seafood contractors to operate Seafood Road Shows at Agency commissaries located in the Northeast, Central, Southern, and Southwest United States. The approximate issue date of a solicitation will be January 2012. The awardee, herein called Contractor, will perform seafood road shows operations at Agency commissaries located on the following military installations: GEORGIA: Camp Merrill, Fort Stewart, Hunter AAF, Athens NSCS, Albany MCLB, Moody AFB, Robins AFB FLORIDA: Pensacola NAS, Whiting Field, Eglin AFB, Hurlburt Field, Tyndall AFB ALABAMA: Fort Rucker, Redstone Arsenal TENNESSEE: Memphis NSA KENTUCKY: Fort Knox MISSOURI: Fort Leonard Wood ILLINOISE: Scott AFB TEXAS: Corpus Christi, Kingsville NAS, PENNSYLVANNIA: Tobyhanna AD, NEW JERSEY: Picatinny ARDEC NEW YORK: West Point, Mitchel Field, Fort Hamilton, Saratoga Springs, Fort Drum MASSACHUSSETTES: Hanscom AFB NEW HAMPSHIRE: Portsmouth NS MAINE: Bangor ANGB The Government sales estimate based on 2011 historical sales data of seafood road shows held in other commissaries has ranged from approximately $2,000 to approximately $16,000 per event. Seafood road shows may be a one to three day weekend event. Factors that affect the level of seafood road show sales are the size of the commissary, patron turn out, and contractor's promotional efforts. The items listed below are a representative of items that are typically offered during a seafood roadshow. The item mix may vary from one commissary to the next depending on patron preference, availability, and price. Not all items listed are required to be available at a seafood roadshow. Items may be fresh or frozen. Haddock Wild Salmon Cod Shrimp Clams Mussels Lobster Scallops Tilapia Catfish Tuna Swordfish Crab Legs Flounder Whiting Ownership of seafood products shall transfer to the Government upon acceptance. Price is represented as a percentage of savings to the commissary patron for each seafood product item, inclusive of all contractor, costs, overhead, discounts/allowances, labor and profit, to conduct the seafood roadshow. The price (Percentage of Savings) shall be quoted FOB: Destination. Product shall originate from a USDC Inspected Processing facility or be on the VETCOM Approved Source List. Contractor shall be registered in Central Contractors Registration (CCR) at https://www.ccr.gov/, before time of award. Additionally, Contractor is required to register with Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/. PERFORMANCE WORK STATEMENT 1. INTRODUCTION AND OVERVIEW. A military commissary is a Government facility providing resale food items and other merchandise to authorized individuals termed, "patrons". It is a facility designed and operated similar to commercial supermarkets. The Agency's goals are to provide a cost savings to patrons, over the cost of a same or similar product sold in current commercial markets; to provide courteous and informative assistance to patrons; to offer a variety of items in quantities that satisfy patron demands; and to make the items available to patrons in a clean, safe, and wholesome environment. Overall management and operations of a commissary is the responsibility of the Store Director at each commissary, operating within Agency policy and standards. The Store Director responds to the support requirements of patrons and military food inspections, meets with consumer groups, and acts as liaison for the Defense Commissary Agency (DeCA) at the installation level. 2. OPERATIONS. Independently, and not as an agent of the Government, the Contractor shall furnish all of the necessary seafood products, qualified personnel, materials, equipment, (display ice bunkers with sneeze guards and other merchandizing supplies), and transportation, not otherwise provided by the Government as needed to perform the work set forth below. 3. SCOPE OF WORK. The Contractor shall coordinate, schedule, and conduct "road show" sales events for fresh, refreshed, and frozen seafood products at the various aforementioned commissaries at a reasonable percentage of savings to the patrons. The Contractor shall provide fast, friendly, courteous services that result in high levels of customer satisfaction and increased sales. At the end of a sales event, the Contractor shall remove all contractor owned equipment and supplies from the Government installation. 4. PERSONNEL. The Contractor shall provide an adequate number of personnel possessing the people skills, food handling skills, knowledge, and training, needed to satisfactorily perform the work. The Contractor shall not employee current commissary employees without written approval from the Agency General Council Office. 4.1. PROJECT MANAGER. The Contractor shall act as the project manager or provide a designated on-site manager at each location covered by the BPA, who bears responsibility for the performance of all work and who has full authority to act on behalf of the Contractor on all contractual performance matters related to the seafood road show operations at that location. 5. QUALITY ASSURANCE. The Contractor and the contractor employees shall adhere to the requirements of the latest version of the FDA Food Code and local regulations regarding sanitation and food safety standards. Military Food Inspector (MFI) personnel will determine compliance with sanitary, quality, and wholesomeness requirements. 5.1. SANITATION. The Contractor shall properly sanitize and add a fresh supply of ice to the ice bunkers before the beginning of the seafood road show. The Contractor shall periodically add a fresh/clean supply of ice as ice melts down. 6. CONTRACTOR FURNISHED EQUIPMENT. Equipment furnished by the Contractor is the Contractor's property and shall be provided at no additional cost to the Government. The Contractor is responsible for maintenance, repairs or replacement. 7. PRODUCT QUALIFICATION REQUIREMENTS AND ACCEPTANCE. The Contractor shall offer for resale, products that have been inspected and approved in accordance with Federal and /or State commercial procedures. In the absence of a commercial inspection procedure, MFI procedures shall apply. Contractor seafood products shall be provided from approved sources listed in the Worldwide Directory of Sanitarily Approved Food Establishment for Armed Forces Procurement.
