Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals under the authority of FAR 6.302-1. The government intends to solicit a quote and enter into a purchase order with Olympus America Inc., Center Valley, PA., for all items listed on this notice. The Critical Care Medicine Department (CCMD) at National Institutes of Health (NIH) Clinical Center (CC), Bethesda, MD, would like to procure the following items with Olympus America, Inc: Item Number: CV-180 Description: EVIS Exera II video system center with high-definition and standard-definition signal outputUnit of Issue: Each Quantity: 1 Item: CLV-180 Description: EVIS Exera II high intensity 300W xenon light source for Olympus color CCD videoscope system Unit of Issue: Each Quantity: 1 Item: OEV-261H Description: Olympus 26" Full HD LCD Monitor Unit of Issue: Each Quantity: 1 Item: WM-WP1 Description: EVIS Exera II video procedure cart (wide)Unit of Issue: Each Quantity: 1 Item: MAJ-181 Description: Flat Panel Swing Arm for WM-NP1, WM-WP1, and WM-DP1 EVIS Exera II procedure carts Unit of Issue: Each Quantity: 1 Item: MAJ-183 Description: Scope Pole Kit for WM-NP1, WM-WP1, and WM-DP1 EVIS Exera II procedure carts Unit of Issue: Each Quantity: 1 Item; MAJ-179 Description: Sliding keyboard tray for WM-NP1, WM-WP1, and WM-DP1 EVIS Exera II procedure carts Unit of Issue: Each Quantity: 1 The Clinical Center is a clinical research hospital providing medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center (CC) provides patient care facilities and services for clinical investigations by the NIH Institutes, research in related areas, and other training programs. The Department of Critical Care Medicine (CCMD) provides treatment and therapy to critically ill inpatients and performs research studies on critical care diseases. In addition, the Clinical Center maintains a pulmonary consult service which utilizes this equipment for the diagnosis and treatment of pulmonary disease. The purpose of request is to provide sole source justification for the purchase and replacement of outdated Olympus bronchoscopy cart components. These components are the latest state-of-the-art technology available that enhances our ability identify pulmonary abnormalities. The National Institutes of Health, Critical Care Medicine Department, has a requirement to provide state-of-the-art supportive critical care to the critically ill patient using this life supporting gas therapy. The usage of this gas is entirely dependent on the critical condition of various patients meeting implementation criteria, therefore usage (duration) cannot be anticipated. Facts and Other Reasons to Justify Other Than Full and Open Competition: Olympus bronchoscopy equipment is only sold by Olympus America. Olympus America does not sell through distributors. Such equipment is proprietary to Olympus America. The Olympus CV-180 Video Processor and CLV-180 Lightsource are the only processor and lightsource that will work with the video bronchoscopes we currently own. Other manufacturers units will not work with our current scopes. The Olympus CV-180 Video Processor is the only processor that will work with our bronchial ultrasound bronchoscope. Other manufacturer's units will not work. The Olympus CV-180 Video Processor accepts a digital camera card for photo documentation. This is the only processor that does this and is necessary for documentation of abnormal findings. The Olympus CV-180 has a "Picture in Picture" feature so we can see ultrasound or Xray on the same screen as the bronchoscopic image. Other manufacturer's units can perform this. The Olympus system has Narrow Band Imaging technology to help pull out detail in the image. This feature is exclusive to the Olympus system and is used by our pulmonologists to enhance diagnosis of diseases pulmonary tissue. There is no other vendor with the necessary skills that can meet the complexity or specificity required to support the listed equipment within the needed timeframe of February 6, 2012. No other vendor can support this highly technical bronchoscope other than factory-trained Olympus engineers. Therefore, it is not feasible to obtain full and open competition at this time. The Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. All responses must be received no later than February 3, 2012, 12:00PM, Eastern Standard Time. The proposed award date will be on or before February 6, 2012.
