- This is a pre- solicitation notice for the C-IED MOUT Training Complex for the 27th Special Operations Wing/XP at Cannon Air force Base New Mexico. Type of resultant contract is a Firm Fixed Price with the option to add additional training areas.The resultant contract will be awarded to a single offeror who provides the Government with the best value using Performance Price Tradeoff (PPT) process in accordance with FAR 15.101-1, AFFARS 5315.101, and Mandatory Procedure (MP) 5315.305, paragraphs 5.5.2 and 5.6.2.1, and Informational Guide (IG) 5315.101-1, with evaluation factors to be included in the RFP consisting of : Technical Acceptability, Past Performance, and the Price Proposal. Solicitation number FA4855-12-R-0014 will be issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-55. All applicable provision and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or about 16 February 2012. The closing date and time for submission of offers will be contained in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) website http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation. Contractor MUST be registered in the Central Contractor Registration database or his/her proposal will not be considered. Further information of Central Contractor Registration is available at website http://www.ccr.gov. All contractors shall be ORCA registered http://orca.bpn.gov. This acquisition is a total small business set-aside and only small business concerns will be considered. The North American Industry Clasification System (NAICS) code is 332311 portable buildings, prefabricated metal, manufacturing. The small business size standard is 500 employees. NO PARTIAL PROPOSALS WILL BE CONSIDERED, NO PARTIAL AWARDS WILL BE MADE. Please acknowledge all requirements of the solicitation in proposals.
