Description
The Contractor shall furnish all necessary personnel, equipment, tools, materials, supervision, parts, and services necessary to perform routine inspection, testing, and maintenance (ITM) of Dry/Wet Chemical Fire Extinguishers and Deep Fat Fryers located in various dining facilities as defined in this performance work statement (PWS) on Osan Air Bases, Korea. 1.3. SPECIAL QUALIFICATIONS AND LICENSES. 1.3.1. The Contractor shall have Fire Protection System personnel that possess the following qualifications: currently certified NICET Level III-Technician for Fire Alarms and Fire Suppression Systems and who have received training in the most current application of the US National Fire Protection Association (NFPA) standards. These individuals shall be able to develop plans and specifications and are experienced in the proper design, application, installation, servicing and testing of fire systems. System installers (NICET level I) shall be thoroughly knowledgeable of all current applicable NFPA standards and shall be supervised by NICET level III personnel. The Fire Protection System Technician (NICET level III) shall have a minimum of three (3) years of work experience, at least one (1) year of supervisory experience, and shall inspect and test all work accomplished, program and commission systems, and perform acceptance testing. The results of all inspections and tests shall be submitted in writing to the Contracting Officer for approval with concurrence of the installation Fire Chief or designated representative. All certified records/software for installation, maintenance, inspection, and testing shall be IAW the most current applicable NFPA standards. A current resum and a copy of certifications for the Fire Protection System Technician(s) shall be included in the offeror's technical proposal. The certifications shall not have an expiration date of less than one year. Work experience and training shall be similar to that of the NICET qualification requirements. Contractor personnel shall maintain licenses current for the duration of the contract. 1.3.2. A licensed electrician experienced in fire alarm system installation, IAW the current NFPA National Electric Code, and/or a NICET level II individual shall perform installation of wiring, cable or system components. However, the supervisor (NICET level III) shall perform programming and commissioning of systems. The resum s and copies of electrician/NICET II licenses shall be included in the offeror's technical proposal. A licensed Fire Protection Engineer shall be a staff member and ensure life safety features are designed and operate IAW current applicable NFPA standards and the DoD Uniformed Facility Code (UFC), whichever is more stringent. 1.3.3. IAW Korean Law, the Contractor must possess a Fire Protection Engineering license. 1.3.4. Certification by other organizations is acceptable but the burden of proof of equivalency lies with the offeror. The following are certification requirements of each NICET level sought for performance of this contract. Experience will not be considered in lieu of certification. 1.3.4.1. Level I. Some relevant work experience, requires constant, direct supervision. 1.3.4.2. Level II. Minimum two (2) years relevant work experience, works under general supervision. 1.3.4.3. Level III. Minimum five (5) years relevant work experience, works independently.
