Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Blvd. EPS Room 6074, Rockville, MD, 20852, UNITED STATES Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Laboratory of Translational Genetics (LTG) plans to procure on a sole source basis a BigDye Terminator v3.1 Cycle Sequencing kit from Applied BioSystems, 850 Lincoln Center Drive, Foster City, CA 94404. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 325413 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as an Indefinite Quantity/Indefinite Delivery type firm fixed price type contract. Period of Performance shall be from award through twelve (12) months. It has been determined there are no opportunities to acquire green products or services for this procurement. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. Through its programs in cancer epidemiology, genetics, statistics, and related areas, the Division conducts high-quality, high-impact research, responds to public health concerns identified by the Institute, Congress, and national agencies, and develops resources and trains the next generation of scientists in cancer epidemiology and genetics. The goal of the Laboratory of Translational Genomics (LTG) is to dissect the genetic basis of single nucleotide polymorphisms (SNPs) validated in large scale, genome-wide association studies (GWAS). This approach will identify new regions to be studied in great detail and eventually applied to large molecular epidemiology studies to estimate the magnitude of the effect. To accomplish this goal, thousands of patient DNA samples are sequenced each year to identify common gene variants, known as single nucleotide polymorphisms (SNPs). This genotyping is done using a well-established, high-throughput DNA sequencing platform that utilizes a 3730xl genetic analyzer. This instrument sequences DNA by capillary electrophoresis and allows us to sequence 96 samples simultaneously. The Contractor shall provide a minimum of one (1) and a maximum of four (4) BigDye Terminator version 3.1 (BDT) cycle sequencing kit. The BDT been used for over nine years in the LTG and has provided high-accuracy base assignments for comparative sequencing applications, namely SNP identification. The lab receives various types of DNA extracts from all over the world that require sequencing, so it is imperative that the sequencing chemistry performs well on a wide range of template types and qualities. BDT allows this, and it also tackles complex, repetitive sequence patterns that are often seen. Applied Biosystems is the only source known to NCI that can provide the BDT that is compatible with the current sequencing platform (3730xl genetic analyzer, Applied Biosystems) and is compatible with both data collection software (v3.0) and sequence analysis software (v5.2) housed in the laboratory. The purchase of this supply allows for consistency in data collection needed to continue the mission of the NCI DCEG. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM EST, on February 7, 2012. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
