- The Federal Bureau of Investigation is issuing this special notice of their intent to solicit and negotiate solely with CPP Inc., 1055 Joaquin Rd., 2nd. floor, Mountain View, CA 94043-1243 for the purchase of FIRO B Interpretative- IRO ADM 10255 and the annual license renewal fee- 10205. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. " CPP, Inc. is the sole owner and exclusive Publisher of the FIRO-B assessment in the United States of America. Anyone who wishes to license the use of these assessments in the U.S. must acquire that license either directly from the publisher, CPP, Inc." This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR Part 12 to purchase the above listed items. The North American Industry Classification System (NAICS) code for these items is 611430 Professional and Management Development Training. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Tuesday, January 31, 2012 11:00 a.m. EST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail to: deborah.chin@ic.fbi.gov. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet and resell these items to the government. This documentation shall include a letter from CPP, Inc. confirming that the FIRO B IRO ADM 10255 and Annual License Fee 10206 is available from them as authorized resellers. The government contemplates an award of contract for one base year with 3 option years. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for futurre requirements. A determination by the government not to compete this action based on this notice and is solely within the discretion of the government.
