Description

1.Contracting Activity: Department of Veterans Affairs, VISN 6, Richmond Medical Center by means other than full and open competition in response to procurement requests 658-12-2-066-0553 and 652-12-2-099-0570. 2.Nature and/or Description of the Action Being Processed: This is a request for other than full and open completion for the procurement of pharmaceuticals from McKesson Biologics. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Richmond VAMC required emergency pharmaceuticals, 50 bottles of Albumin 5%, 250 ml, 20 bottles of IVIG Gamunex(20 gm), 10 bottles of IVIG Gamunex (10 gm), 5 bottles of IVIG Gamunex (5 gm), 2 vials Advate 2001, 20 vials of Advate 988, and 20 vials of Advate 255. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253(g), as implemented by FAR 6.302. ( X ) Unusual and Compelling Urgency per FAR 6.302-2; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Advate was required prior to urgent transplant procedure and lack of response would delay surgery with potential harm to patient. Albumin and IVIG Gamunex were procured due to limited availability due to manufacturing constraints and direct patient care needs. The Richmond VAMC submitted an urgent request to endure appropriate stock levels were available for treatment. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: None. 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Pricing offered to the Richmond VAMC was the same as pricing offered to all VAMC facilities and is the open market price for each pharmaceutical. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: There is no required source for these products. The schedule pharmaceutical list was examined to determine the availability of the pharmaceuticals on schedule. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: None. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: None. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The VHA National Pharmaceutical is expiring and a new contract has been competed.
