- Nature and/or description of the supplies or services being procured and the intended use. CBP's Information Resources Center, Library is responsible for selecting and procuring various resources that will provide academic, business and newspaper resources that are available in electronic format and can be accessed by all CBP employees via their desktops. This database also provides unlimited desktop access for authorized users throughout Department of Homeland Security, Customs and Border Protection and Immigration and Customs Enforcement. EBSCO Publishing is the sole source and proprietray owenre of the followign databases: Academic Search Premier, Business Source Premiere, Newspaper Source, Legal, Military and Government Collections. These services are delivered via EBSCOhost, which is not licensed, to any other provider. EBSCO Publishing online database services provide access to over 15,000 full text searchable and cited journals, regional newspapers, radio and television transcripts, scholarly law journals and current news pertaining to all branches of the military and government. These journals and newspaper are updated daily. Justification for restricting consideration to fewer than the required number of schedule contractors in FAR 8.405-1 or 8.405-2; OR item(s) that are peculiar to one manufacturer (e.g., a particular brand name, product, or a feature of a product, peculiar to one manufacturer) [Check (√) one and explain the rationale selected in the spaces below-see FAR 8.405-6(b)]: The particular brand name, product, or feature described above is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the Government's needs.
