- Military Sealift Command Headquarters (MSC HQ) Contracting, N10 914 Charles Morris CT SE Building 157 Washington Navy Yard, DC 20398-5540 anticipates procuring engineering services. The Contractor shall develop a design for the procured equipment. Install and connect the equipment. Test, commission, train the crew and demonstrate the features before and during the trial period. The Contractor shall procure all the necessary equipment and material to provide fully functioning systems that meet American Bureau of Shipping (ABS) Rules (ABS SVR) using IMO complaint equipment. The equipment needed will include all ancillary components, signal converters and expanders, power converters, connector, nuts, bolts, washers and tools needed for a complete and IMO and ABS approved installations. The equipment shall arrive on or about 1 March 2012 but no later than 12 March. The Contractor shall provide a design that includes working drawings of the proposed installation for approval. The design shall address any interference that the Contractor proposes to be removed to support the design and layout. MSC requires a turnkey package that will procure the defined International Martine Organization (IMO) equipment listed below: • one (1) Console or Deck Stand mounted 30 KW IMO S-Band Radars, • one (1) Console or Deck Stand mounted 25 KW IMO X-Band Radars, • two (2) Console or Deck Stand mounted Electronic Chart Display Information Systems (ECDIS), • one (1) Deck Stand or Table top model Electronic Chart Display Information System (ECDIS), • four (4) Remote multi-function displays for Radar and ECDIS, DIBM-19 Series or equal, • one (1) GMDSS Console with two (2) VHF Radiotelephones - THRANE & THRANE 6000 series or equal, • one (1) Gyro Compass, IMO compliant - Raytheon STD 22 or equal, • one (1) Speed Log, IMO compliant - FURUNO or equal, • two (2) Global Positioning Systems IMO Complaint - JRC or equal, • one (1) Simplified Voyage Data Recorder (S-VDR) - TRANSAS SVDR 3200 or equal, • one (1) Automatic Identification System (AIS) SAAB R4 or equal, • one (1) Wind Speed and Direction Systems, IMO complaint - RM YOUNG or GILL or equal, three (3) Search and Rescue Transponders (SART), • one (1) Emergency Position Indicating Radio Beacon (EPIRB). The supply will be installed on the USS PONCE. This procurement will be in accordance with FAR Part 12, Acquisition of Commercial Items with FAR Part 15, Contracting by Negotiation procedures. Intentions are to award a Firm-Fixed Price contract with a period of performance starting 3 February 2012 and ending 15 June 2012. Services/supplies are to be performed/installed at Contractor facility and the USS PONCE located at the Naval Station Norfolk VA 23511-2419. Contractor must be CCR registered. Applicable NAICS Code is 541330 Engineering Services - Business Size $4.5M. The RFP - Solicitation will be available for download on or around 25 January 2012 and estimated to close 1 February 2012 at 1100 Eastern Standard Time.
