Description
NASA/GSFC has a requirement for:I. THE LUNAR RECONNAISANCE ORBITER DISPLAY:There is a duplicate LRO unit that will be moved from storage at the Goddard Space FlightFacility and be repositioned to the Visitors Center location and become the featuredcomponent of exhibit. The LRO will have a custom railing system installed around theorbiter. The footprint of the railing system will be octagonal in footprint and beapproximately 14 feet from side-to-side. There will be four reader rail informationalpanels that will be positioned at four opposing corners. The reader rail panels will bemounted at an ADA compliant height. The rail will need to be vandal resistant, durable,and changeable when necessary. In addition, a key component of this display will be four interactive touch screendisplays showing content related to the LRO. The four touch screen displays will belocated alternately between the reader rail panels described above. These displays willneed to have their own tamper resistant housing, be accessible for repair, and also beintegrated into the protective railing system that surrounds the display. The preferreduse of 21 LCD touch screen displays will contain interactive content that will give theviewer a unique perspective on the LROs development, deployment, and the importance ofthe lunar mapping capabilities of the orbiter. Protective Railing: 4-0 high aluminum railing system with clear acrylic panels. Thevertical posts for the railing system will be mounted to 8 high octagonal shaped base(since holes for the posts cannot be mounted into the existing floor).Reader Rail Panels: will be integrated into the railing system at an ADA compliantviewing height. Each panel (4 total) will have unique graphical/information content. Theapproximate size of each panel will measure 10 high x 3-6wide. The panels will bemounted on the opposing sides of the octagonal display.Integrated Touch Screen Displays: (4 total) positioned on opposing sides of theoctagonal display. Each touch screen display will have its own housing, ventilation asneeded, be tamper and vandal proof, and easily accessible for repair or upgrade. Thedisplays must be mounted at ADA compliant height.The LRO unit will be repositioned into the gallery by NASA staff. The base or platformof the unit needs to be integrated into the overall display.Lighting: LED directional lighting should be built into the display base withrepositionable heads, and easy access for maintenance.Power Requirements: power will be drawn from existing electrical supply within thegallery.Materials and Construction: materials and finishes must be durable enough forhigh-traffic environment, no exposed or sharp edges, and be easily maintained.II. WINDOW GRAPHICSWindow graphics showing the earth and moon as viewed from space will provide a visualbackdrop for the exhibit. High-resolution artwork for the production will need to beobtained from NASA. Graphic FilmInstallation contractor must be certified to install film to ensure product warranty.A mock-up of a single window panel of the graphic needs to be printed, mounted and approved prior to installation of the full window graphics.III. MOON WALL DISPLAYThe Moon Wall Display is a freestanding two-sided structure and a freestanding touchscreen kiosk. The outward facing side of the wall will have a large graphic identifyingthe LRO exhibit for visitors within the gallery. The inside face of the wall will have alarge image of the lunar surface as photographed from the LRO. The image will havehighlighted areas of interest, example as showing landing sites of Apollo missions. Thefreestanding kiosk will be positioned in front of lunar image side and approximatelythree feet away. The content that will be on the touch screen display will be directlyrelated to the images taken by the LRO and the historical context of the Apollo landingsites and artifacts left behind on the lunar surface.The Moon Wall Display needs to be freestanding and finished on all four sides.The approximate overall dimensions of the wall will be 4 wide x 4 high x 2 deep.Materials and Construction: materials and finishes must be durable enough forhigh-traffic environment, no exposed or sharp edges, and be easily maintained.Graphics should be printed on a durable substrate, integrated into the design of thewall, and be easily changed when needed.Freestanding kiosk will have a touch screen display that is ventilated,tamper-resistant, and easily accessed for maintenance. VI. USER INTERFACE DEVELOPMENTThe LRO exhibit will need to have two unique User Interfaces designed.The first UI willbe for the four touch screen displays around the LRO display, and the design will betypical for all of these. The second UI design will be used on the freestanding touchscreen kiosk associated with the Moon Wall Display.The UI design for both displays should be simple to understand, easy to navigate, andefficient as possible. The interface will allow users to explore a variety of static andactive content which will be provided by the NASA staff. The UI will be developed afterconsultation with the NASA staff to ensure it incorporates the range of content thatneeds to be included.Client ResponsibilitiesThe appointment of one representative with full authority to provide or obtain anynecessary information and approvals that may be required by RGI. This representativeshall be responsible for coordination of the decision-making process with parties. Thisrepresentative is Lora V. Bleacher, NASA Goddard Space Flight Center. Timely provision of information and materials requested by RGI such as message copy forsigns, building drawings or color/material samples. Timely communication of design, administrative or operational decisions if they affectthe design or production of the signage, graphic items or space. Arranging for the drawing and coordination of all work on site, electrical orarchitectural elements needed to support, house or power signage; coordination ofbudgets, bids and installation with other trades. Establishment of specific invoicing procedures for RGI, which will satisfy all partiesconcerned and expedite payment of invoices. Additional Project Budgeting and Project Management, (outside Vendors and Fabricators)Additional Consultation Consultation on materials or elements outside our expertise, including lighting,plumbing, accessories, security devices, clocks, exit signs, etc. Additional Design Design of items not listed such as marketing collateral, web sites, advertisements oritems not related to the actual physical space. Additional Reviews More than one presentation of designs to parties outside the core project team such asend users, government officials, zoning board, art commission, neighborhoodorganizations, employee groups, etc.; preparation of additional presentation materialsfor such meetings; assist owner in obtaining approvals, sign permits, variances. NASA/GSFC intends to purchase the items from RGI International.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon February 3, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
