- Description
- The Defense Commissary Agency, Contracting Directorate Construction Design Branch (HQ DeCA/LEAAF), in conjunction with the Redevelopment Authority of Allegheny County (RAAC) anticipate awarding two firm fixed price construction contracts to construct a new roughly 40,000 square foot commissary at the 99 th Regional Support Command, Coraopolis, Pennsylvania. The scope of the project includes the construction of a new 40,931 square feet commissary facility (supermarket), that will include, but not limited too, sitework, demolition and installation of utilities, roadwork, and 184 space parking lot. The new facility will include, Sales Area, new administration offices, employee breakrooms, cashier office, entrance/exit vestibules, a bakery/deli area, checkout area, refrigeration display cases, walk-in coolers and freezer, décor package, staging/receiving areas, HVAC, lighting and fire protection system. This is a competitive acquisition for a commissary construction project utilizing Lowest-Priced, Technically Acceptable (LPTA) source selection process conducted in accordance with Federal Acquisition Regulation (FAR Part 15.101-2). Award will be made to the best value lowest priced, technically acceptable responsible offeror. Award will be made on an all or none basis. This acquisition will be conducted using full and open competition. For the purpose of this acquisition, the NAICS Code is 236220. The Business Size standard is $33,500,000.00. Two separate contracts will be awarded on an all or none basis to the same Prime contractor as a result of this solicitation. The first contract will include sitework, demolition and installation of utilities, roadwork, and 184 space parking lot. This contract will be awarded and administered by the Redevelopment Authority of Allegheny County (RAAC), PA. The second contract will include building of the new facility to include sales area, new administration offices, employee breakrooms, cashier office, entrance/exit vestibules, bakery/deli area, checkout area, refrigeration display cases, walk-in coolers and freezer, décor package, staging/receiving areas, HVAC, lighting and fire protection system. This contract will be awarded and administered by the Defense Commissary Agency (DeCA). Funding and payment information will be provided by RAAC and DeCA at the time of award. One Notice to Proceed will be issued for both contracts. The performance period for both projects combined will be 480 calendar days after Notice to Proceed. Three (3) pricing schedules will be issued for this solicitation. The first pricing schedule will consist of three (3) CLINs to include Sitework (outside 5' line), Parking Lot, and Truck Receiving Area, and will be funded by RAAC. The second pricing schedule will consist of five (5) CLINs to include Sitework (inside 5' line), Building Construction, Commissary Equipment, Uniform Décor Package, and Mass Notification System, and will be funded by DeCA. The third pricing schedule will consist of three (3) optional CLINs to include Site Landscaping, Site Irrigation Plan, and Commissary Store Hour Sign. If optional CLINs are awarded, they may be awarded and funded by either agency or a combination of both, RAAC and/or DeCA. Each optional CLIN will be awarded only once. Important Notes: It is anticipated that the Request for Proposal (RFP) will be issued on or about 7 Feb 2012. By submission of an offer the offeror acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) data base prior to award of any contracts resulting from this solicitation.
