- The Army Contracting Command - Aberdeen Proving Ground Edgewood Division (CCAP - SCE) located at APG, Maryland 21010-5401 on behalf of the Joint Program Manager, Nuclear, Biological and Chemical Contamination Avoidance intends to award a Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract for the purpose of acquiring Nuclear, Biological, Chemical Sensor Processing Group (NBCSPG) sets. This solicitation will be issued on a full and open competition basis. The NBCSPG is a system of software and hardware integrated into the Army's Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) platform to support the operations of the Stryker Brigade Combat Team. The NBCSPG fully integrates the command and control aspects of the NBC detection suite for the Stryker NBCRV. The NBCSPG is networked to automatically integrate NBC contamination information with data received from other on-board systems into the Force XXI Battle Command Brigade-and-Below (FBCB2) situational awareness software for transmission of hazard and clear area intelligence reports to a Tactical Operations Center (TOC) via radio communications. The NBCSPG is comprised of rugged notebook computers, rugged docking stations for the notebook computers, an integrated keyboard, a printer, Ethernet-enabled serial and digital input/output (I/O) devices, and a meteorological measuring system. The capability provided by the NBCSPG allows the NBCRV crewmembers to remotely monitor and control the NBC sensor suite components, and provides automatic NBC reporting via the vehicle's communication suite while the vehicle is operating on the move. In order to be eligible for award, the offeror's product must comply with Performance Specification EA-S-2262 and Interface Control Document NBCSPG-ICD-31404. These documents will be accessible via https://www.fbo.gov/ once the solicitation is issued. Solicitation will contain CLINs 0001: NBCSPG w/ Commercial Packaging, with a Guaranteed Minimum Quantity (GMQ) of 100 sets; CLIN 0002: NBCSPG w/ Military Packaging, with a GMQ of 40 sets; CLIN 0003: Continuous Technology Insertion/Refreshment; CLIN 0004: First Article Test (FAT) NBCSPG. First article test is required. The delivery schedule for the NBCSPG will be FAT completed within 240 days after contract award and the NBCSPG delivered within 300 days after contract award. The total estimated quantity for CLINs 0001 and 0002 over three (3) years is 235 each NBCSPG, with a contract maximum of 250 sets. The maximum contract total for CLIN 0003 is $500K. Shipping will be FOB Destination. Ordering Periods will be from award date to 30 April 2015. Estimated solicitation issue date is 8 Feb 2012. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102, therefore, hardcopies will not be provided.
