- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as alternate if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into an indefinite delivery indefinite quantity (IDIQ) contract with Exotic Electro-Optics, 36570 Briggs Road, Murrieta, CA 92563. The contract will cover a five-year period and include estimated quantities of Optical Windows, P/N 448-ACW-PRT-2001 and Optical Window Assemblys, P/N 448-ACW-PRT-2006. This requirement will be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications in addition to duplicative costs and time that would be required to reverse engineer the systems. Since this is a sole source procurement, a solicitation will not be posted to the internet. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
