- On or about 6 Feb 2012, this office will issue Invitations for Bid for construction of the BRIGADE HEADQUARTERS (FY12). The solicitation will close on or about 26 MARCH 2012. This solicitation is RESTRICTED TO 8A COMPETITIVE BIDDING ONLY. IT HAS BEEN DETERMINED THAT COMPETITION WILL BE LIMITED TO 8(A) FIRMS LOCATED WITHIN THE REGION VIII (COLORADO, WYOMING, NORTH DAKOTA, SOUTH DAKOTA, MONTANA, UTAH) AND OTHER 8(A) FIRMS WITH A BONA FIDE PLACE OF BUSINESS WITHIN THE GEOGRAPHICAL COMPETITIVE AREA, AND THE ASSIGNED NAICS CODE. ALL OTHER 8(A) BD PARTICIPANTS ARE DEEMED INELIGIBLE TO SUBMIT OFFERS. A tentative site visit date has been scheduled for 16 FEBRUARY 2012. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requirements). DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) Construct a standard design Brigade Headquarters. Primary facilities to include the Brigade Headquarters, Energy Monitoring and Control System (EMCS) connection, Intrusion Detection System (IDS) connection, fire alarm detection, reporting, and notification systems, and building information systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Supporting facilities include electricity, security lighting, water, sewer, and natural gas services, paving, parking areas, service roads, walks, curbs and gutters, storm drainage, information systems, lightning protection systems, site improvements and landscaping. Access for persons with disabilities will be provided. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning load is estimated at 22 Tons. The building has been registered as a LEED 2009 project and it is required to achieve at least LEED Silver. The successful Contractor will be responsible for LEED accreditation and performing Commissioning of the facility. The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 450 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
