- The purpose of this notice is to inform industry that the revised tentative timeframe for final release of the BES II solicitation is 2 March 2012 and will be posted after final approval under FedBizOpps with the updated solicitation number of W900KK-12-R-0004. A notice will go out at that time under the DRAFT solicitation FedBizOpps page to direct interested parties to the newly posted solicitation under the updated number for your convenience. Proposals are anticipated to be due by 2 April 2012. Award of the BES II contract is anticipated to be made on approximately 11 December 2012. Demonstrations will be a part of this evaluation which are expected to be conducted the week of 16 April 2012 in Orlando, FL. Additionally, this notice is released to provide the revised DRAFT solicitation documents. The Government is providing documents with track changes for ease of reference. However, the Government does not guarantee that all changes have been identified. It is each Offeror's responsibility to ensure they are aware of the changes and fully understand the most current DRAFT documents. Industry is invited to review the following documents and provide questions or comments to the Government for consideration and response. The following DRAFT solicitation Documents are posted for industry review and comment: (1)DRAFT Solicitation Document Rv.2 with highlighted changes (2)V 3.1 SOW (3)V 3.1 SOW with tracked changes (4)V 2.1 Performance Specification (5)V 2.1 Performance Specification with tracked changes (6)Revised DRAFT Demonstration Plan (7) Revised Model Evaluation Worksheet (8)Revised CDRLS ACQUISITION APPROACH: The Government intends to award a Single Award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price Line Items. Award will be made under full and open competition on a Best Value basis utilizing Trade-off procedures. The ordering period for this effort is expected to be five years with a three year base period and two options for one year each. RESPONSES REQUESTED: Industry is asked to submit questions or comments on the revised DRAFT solicitation documents posted NLT 4:00 P.M EST., 7 February 2012. Please provide the Contractor name in your response with business size and Point of Contact information. Industry is also asked to provide their intent to compete. Offerors electing to respond should contact Gina Christensen, Contract Specialist, by electronic mail at virginia.christensen@us.army.mil with copy to Lisa Parker, Contracting Officer at lisa.c.parker@us.army.mil not later than 4:00 PM EST, 7 February 2012. This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement.
