- The Marine Corps Systems Command (MARCORSYSCOM) is performing market research to seek potential sources and best practice information towards designing, developing, and buying components for a new Ski System for use by the United States Marine Corps (USMC). Accordingly, information is sought for the following: Ski Binding: The ski binding ™s color shall be a dull metal finish or white, non-reflective. The weight of the ski binding and the ski shall not exceed seven (7) pounds. The ski binding shall offer either a locked down heel or telemark-type heel for downhill skiing and an unlocked heel for uphill skiing and touring on a rolling terrain. The binding must have an adjustable heel safety release to accommodate the skier, must automatically activate during a serious fall and must adjust both vertically and laterally. The ski binding heel shall provide an elevated heel position which is able to resist breakage when transferring the heel from downhill to uphill/touring mode. The heel shall provide a locked and unlocked position to allow for use in downhill and uphill/touring movements. The ski binding shall allow Marines to utilize śfree heel ť diagonal stride movement technique. The ski binding must accommodate/adjust to all sizes of ski boots within the USMC inventory to accommodate 5% - 95% of the Marines with only two (2) sizes of binding. The ski binding must enable the wearer to operate in conditions between 40 and -25 degrees Fahrenheit. The ski binding shall be able to withstand USMC storage in all weather conditions (hot, dry, humid and cold).The ski binding shall be compatible with other components of the Marine Corps Ski System. (See RFI M67854-11-I-3020 and RFI M67854-11-I-3022 for attributes). The Berry Amendment and the Buy American Act will apply to any future contract award. While self certification shall be required in any solicitation resulting from this notice, the USMC is seeking supporting documentation under this announcement to determine and substantiate that the required components are Berry Amendment compliant. In addition, MARCORSYSCOM seeks to identify those manufacturers that qualify as a small business in order to determine if the resulting procurement can be set aside for small business (FAR 19.502-2(b). Respondents who believe they have components capable of meeting this requirement are invited to submit copies of relevant documentation in response to this Request for Information (RFI). The documentation must directly address the respondent ™s ability to meet the aforementioned needs, and MUST include documentation of Berry Amendment compliance, as all components of this RFI and the related RFIs; including all aspects of production; must be made and assembled in the USA. Information may include literature, brochures, price lists, warranty coverage, business size, and any other relevant information. Responses shall be submitted no later than 4:00 p.m. EST, on Thursday, March 15, 2012 to Dwight B. Micheal, Sr., Contracting Officer, at dwight.micheal@usmc.mil or via fax to 703-432-3262.
