Description
The Marine Corps Systems Command (MARCORSYSCOM) is performing market research to seek potential sources and best practice information towards designing, developing, and buying components for a new Ski System for use by the United States Marine Corps (USMC). Accordingly, information is sought for the following: Ski Boots. The ski boots shall integrate with the ski binding (See RFI M67854-11-I-3021) and will be waterproof, insulated to enable the wearer to operate in conditions between 40 and -25 degrees Fahrenheit, and weigh no more than six (6) pounds. The ski boot color shall be non-reflective white. The ski boots shall have a lock buckle fastening system with a power strap that is attached to the thermal boot liner and must be adjustable by a Marine wearing any cold weather mittens or gloves in the USMC inventory. The ski boots shall allow the wearing of the USMC ¾ gaiter without hindering the binding. The ski boots shall have two (2) removable, thermal, fit-moldable liners and a leash loop that attaches to the ski binding. The ski boots shall have a self cleaning rubber sole. The ski boots shall be designed with parts that articulate/bellows to enable the wearer to walk on varied terrain and perform other requisite functions in a cold weather/mountain warfare environment while not on skis. The ski boots should fully integrate with crampons and the Marine Corps Modular Snow Shoe. The ski boots shall be able to withstand USMC storage in all weather conditions (hot, dry, humid and cold). The ski boots shall be compatible with other components of the Marine Corps Ski System. (See RFI M67854-11-I-3020 and RFI M67854-11-I-3021 for attributes) The Berry Amendment and the Buy American Act will apply to any future contract award. While self certification shall be required in any solicitation resulting from this notice, the USMC is seeking supporting documentation under this announcement to determine and substantiate that the required components are Berry Amendment compliant. In addition, MARCORSYSCOM seeks to identify those manufacturers that qualify as a small business in order to determine if the resulting procurement can be set aside for small business (FAR 19.502-2(b). Respondents who believe they have components capable of meeting this requirement are invited to submit copies of relevant documentation in response to this Request for Information (RFI). The documentation must directly address the respondent ™s ability to meet the aforementioned needs, and MUST include documentation of Berry Amendment compliance, as all components of this RFI and the related RFIs; including all aspects of production; must be made and assembled in the USA. Information may include literature, brochures, price lists, warranty coverage, business size, and any other relevant information. Responses shall be submitted no later than 4:00 p.m. EST, on Thursday, March 15, 2012 to Dwight B. Micheal, Sr., Contracting Officer, at dwight.micheal@usmc.mil or via fax to 703-432-3262.
