- NOTICE OF INTENT: Mission and Installation Contracting Command, Installation Contracting Office-Fort Lee, Virginia, intends to award, on a sole source basis, in accordance with 10 USC 2304(c)(1) and FAR 6.302-1, a Small Business contract to HL Group, Inc., 16690 Swingley Ridge Road, Suite 100, Chesterfield, Missouri 63017, for Professional Services To Be Rendered For The Set Up Of a Warehouse and Integration Facility. Software is Proprietary and HL Group owns the data rights to the Warehouse Management System. System shall be installed at the Hardware Software Integration Facility located at 2101 Bermuda Hundred Rd. Chester, Virginia 23836. This is not a request for Competitive Proposals. No contract will be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Award of this requirement will be in accordance with Section 4202 of the Clinger-Cohen Act of 1996. If you know your firm possesses the ability to provide this service, you must respond by demonstrating your firm's technical capability to meet the requirement. If no affirmative written response is not received, this requirement will be awarded without further notice.
