Qualifications Statement and Instructions on answering required questions. SOLICITATION FOR SERVICES Equal Employment Opportunity (EEO) Investigator The U.S. Postal Service (USPS) is soliciting individuals with the right skill sets and interested in investing numerous hours a week to conduct EEO investigations in accordance with EEOC regulations and USPS quality and timeliness standards. Selected individuals will be home-based independent contractors, located throughout the United States, who will enter into Ordering Agreements with the USPS to provide investigative services in accordance with the terms and conditions set forth in the Agreement. Individual Task Orders assigning the investigation of particular complaints of discrimination may be issued under the Ordering Agreement in a "fee for service" arrangement. There is no guarantee of work or the number of cases assigned. An investigator is paid on a "per case" basis, generally $1100, on successful completion of the case. The average amount of time spent completing an investigation varies but some investigations are labor intensive. Investigator performance will be evaluated by USPS NEEOISO management and depending on case complexity, investigators usually average from 4 to 7 cases per month. Investigators will provide his or her work space and the following equipment: Computer with Windows XP or higher operating system with at least 512 MB Microsoft Word and Excel 2003 or higher software, Adobe Reader and WinZip software Fax machine Internet using DSL or broadband service and email account Telephone with long distance service Document scanner (Adobe PDF software) Anti-Virus Protection for computer system Suppliers of investigator services must have knowledge of statutes, regulations, case law, and administrative procedures as they relate to federal sector EEO complaints. They must have excellent verbal and written communication skills and excellent organizational skills. They must also have the ability to: 1. Develop an investigative plan to include, who should be interviewed, the questions to be asked and what documents should be reviewed, as well as adjusting the investigative plan in light of new information 2. Conduct telephonic investigative interviews including listening to and making written records of statements from complainants, witnesses and others, reiterating statements to assure an accurate transcription, covering all pertinent issues, asking questions to gain clarification; and develop affidavit questionnaires to acquire relevant testimony pertinent to the accepted claim 3. Integrate and analyze information gathered during an investigation in order to prepare an objective report, ensuring all accepted issues are addressed, scope and depth of investigation are sufficient, and facts are adequately substantiated 4. Write an analytical report, including a documented comparative analysis as applicable, for use by a reviewer in making a final decision 5. Complete investigations within 70 days; work on multiple cases; and appropriately prepare and sanitize reports of investigation 6. Use Microsoft Word and Excel Preferred Additional Experience and Training: • Completion of at least 10 federal sector EEO investigations within the past two years (most desirable) or 10 EEO investigations for a state or local EEO agency (desirable). and/or • Completion(s) of BA and/or paralegal certificate with experience in EEO law; and/or • Certificate of completion of EEO Training for New Investigators from EEOC Training Institute (http://www.eeotraining.eeoc.gov); and/or • Three years experience in EEO law or EEO complaint processing from a background in Human Resources, Labor Relations, or Law. Suppliers must be U.S. citizens or have permanent resident alien status; successfully complete a background check and drug screening; and must be able to obtain a sensitive security clearance. Also, note the following disqualifying factors: • The Postal Service does not award contracts to (1) Postal Service employees, (2) their immediate families, or (3) business organizations substantially owned or controlled by Postal Service employees or immediate families. NOTE: A Postal Service employee is any Postal Service officer or any employee working on a full-time or part-time basis in a career or non- career position, specifically persons in temporary positions such as Postmaster replacements and rural carrier reliefs. Immediate family refers to the spouse of, minor child or children of, or other individual related by blood to an employee and residing in the employee's household. • The Postal Service does not award contracts to Suppliers who are listed as disbarred, suspended or ineligible on (1) the U.S. Postal Service list, maintained by the Vice President of Supply Management or (2) the GSA list, Excluded Parties List System (EPLS) available at http://www.epls.gov. Both lists can be viewed on the blue pages at http://blue.usps.gov/purchase/infrastructure/debar.htm.
